Prime Minister Pham Minh Chinh, when visiting and working with Thanh Hoa province, emphasized more than once the lesson of success, that "Resources originate from thinking. Motivation originates from innovation. Strength originates from the people's hearts". This is also the lesson for Thanh Hoa to reflect on and continue the journey of "using the situation", "creating force" and "stepping on thorns to move forward"...

Increase policy “matching”

On the path of development, it is inevitable that there will be unforeseen obstacles and difficulties. The same is true for Thanh Hoa. The journey to build a rich, beautiful, civilized, and exemplary province is a journey full of unprecedented challenges and therefore requires the Party Committee, the government, especially the leaders, to have the right awareness, sharp thinking, and decisive action.

Thanh Hoa is deeply aware that Resolution No. 37/2021/QH15 is an important document, the highest institutionalization of Resolution No. 58-NQ/TW of the Politburo on building and developing Thanh Hoa province to 2030, with a vision to 2045. From the policy framework of orientation and guidance, it has laid the foundation to increase resources and create momentum to promote rapid and sustainable economic growth and development of the province. Therefore, the locality has organized the implementation very seriously and methodically, in order to "distill" the maximum benefits from the specific mechanisms and policies. However, because it is a new policy and is of a "pilot" nature, it is inevitable that there is a lack of "connection" between policy and practice, leading to limitations in feasibility.

Currently, 3/8 specific policies under Resolution No. 37/2021/QH15 cannot be applied (including policies on outstanding loan balances; fees and charges; revenue from housing and land treatment). Meanwhile, some policies that have been applied are also showing limitations. In order to find the root cause of the limitations and shortcomings, it is necessary to emphasize an objective cause, which is that the specific policies are basically not included in legal regulations. Moreover, because they are being implemented for the first time in the province, it is necessary to issue additional guiding decrees to have a basis for implementation. This has more or less affected the progress of policy implementation. Along with that is the complexity of the world situation and especially the severe impact of the COVID-19 pandemic on the "health" of the economy, as well as eroding the resilience of businesses. These are unpredictable factors that have significantly affected import and export activities through Nghi Son Seaport, as well as the implementation of the province's special policies on fees and charges...

In addition to objective causes, Thanh Hoa province also frankly acknowledged that the limitations in implementing Resolution No. 37/2021/QH15 are partly the responsibility of the locality, when some agencies and units have not really made the highest political efforts and determination to effectively take advantage of the advantages brought by specific policies. Reality shows that the right policy is the "necessary" condition, but for the policy to be effectively implemented, the "sufficient" condition is the people or the team implementing the policy. The process of implementing Resolution No. 37/2021/QH15 in some agencies, units and localities has shown that the professional capacity of a number of cadres and civil servants has not met the requirements of the task. This "weakness" leads to limitations in proposing truly breakthrough solutions to maximize the effectiveness of specific policies.

However, it is also necessary to objectively recognize that the law of development is inherently a process of continuous conflict arising and conflict resolution. This is also inevitable, because conflict is the source of movement and development. Grasping that to see, the emergence of obstacles and difficulties in the process of socio-economic development in general, and policy implementation in particular, specifically in this case, implementing a new policy, unprecedented in implementation such as Resolution No. 37/2021/QH15, then shortcomings in both mechanism and human resources are difficult to avoid. However, if we know how to "separate the bad from the good" or look deeply into the nature of things in a positive way, we think that shortcomings can also be considered a "lens" to perceive and re-evaluate the suitability and feasibility of policies in practice, in order to make adjustments to suit the actual situation. At the same time, with the determination to turn specific mechanisms into unique advantages and strong driving forces, it will pave the way for the implementation of Resolution No. 37/2021/QH15 to bring about the best results.

In that spirit and from the practical summary after 3 years of implementing Resolution No. 37/2021/QH15, Thanh Hoa province is proposing that the National Assembly consider amending, abolishing, and supplementing a number of specific mechanisms and policies to suit the new situation and requirements. For example, regarding the policy to leave increased revenue from import and export through Nghi Son Seaport: instead of the regulation of "not exceeding 70% of the increased revenue", Thanh Hoa province proposes to amend it to "70% of the increased revenue"; at the same time, remove the condition to enjoy the policy "but not exceeding the increased revenue from import and export activities through Nghi Son Seaport compared to the revenue realized in the previous year". Thereby, creating favorable conditions for Thanh Hoa to supplement additional resources, in order to complete the infrastructure and implement the expansion plan of Nghi Son Economic Zone approved by the Prime Minister.

Or the policy on outstanding loan balance stipulated in Clause 1, Article 3 of Resolution No. 37/2021/QH15 of the National Assembly, the province proposed to abolish it on the grounds that all forms of borrowing by local authorities as prescribed must repay principal and interest at relatively high interest rates and must be subject to various binding conditions as prescribed by the lending organization. Meanwhile, the provincial budget capital source is still difficult, not capable of self-balancing to repay debts during the policy implementation period, so it will be difficult to promote efficiency... In addition, based on the local situation, Thanh Hoa province is proposing to the National Assembly to add a number of new specific mechanisms and policies related to the leadership positions at the provincial, departmental and Thanh Hoa city levels; decentralize the authority to the Provincial People's Council in deciding on the use of local budgets and a number of policies in the economic field (public investment, investment in industrial park infrastructure, land recovery, site clearance, etc.).

"Use power", "create force"

There is a question that arises, does Vietnam have the right to dream of “the dream of becoming a dragon”, when our ancestors and the Vietnamese people today are all “descendants of the Dragon and the Fairy”? Especially, when Vietnam is facing unprecedented opportunities and fortunes for development, the root cause of which is thanks to the nation’s foundation, potential, position, and international prestige that have been and are being strongly affirmed. So, is there any reason that can prevent us from nurturing and realizing that dream?!

As an important part, closely linked to form the land of the Fatherland, Thanh Hoa has the responsibility to nurture and realize the "dream of becoming a dragon" for the nation. Also, "Thanh Hoa's wealth is the common wealth of the country". Therefore, to shoulder that great but honorable and proud responsibility, Thanh Hoa must become a strong growth factor. In other words, Thanh Hoa itself must make efforts to "use its position" and "create force" for development.

First of all, it is necessary to effectively exploit exogenous resources from the mechanisms and policies of the Party and the State, the most direct and specific of which are Resolution No. 58-NQ/TW of the Politburo and Resolution No. 37/2021/QH15 of the National Assembly. At the same time, it is necessary to fully exploit the potential from the very special geopolitical position; along with a huge "fortune" of heroic historical traditions, along with a rich cultural heritage - very fundamental and very important endogenous resources. In particular, it is necessary to keep in mind the lesson of success that has been repeatedly emphasized by the head of the Government: "Resources originate from thinking. Motivation originates from innovation. Strength originates from the hearts of the people", to see that the development of a rich and beautiful Thanh Hoa must become a "command from the heart" burning with love and the spirit of dedication of every citizen of this land.

There is a very good observation that the level of social leadership/management reflects both the cultural level and the cultural qualities of people. Accordingly, a correct development policy is a policy that makes cultural elements permeate all areas of human creativity, especially leadership/management culture; ethical culture, lifestyle... Therefore, to build an "ecosystem" for development, first and foremost, we must pay attention to political culture and leadership culture. Because this is the fundamental factor to guide and inspire the spirit of innovation, creativity, daring to think big to do big things in the political system and the whole society.

Based on that requirement, the construction of an honest and creative administrative apparatus, with a focus on administrative reform, strengthening discipline and order, has been and is being focused on by Thanh Hoa. At the same time, Thanh Hoa always identifies that personnel work must be the "key of the key". As Deputy Head of the Central Organization Committee Do Trong Hung, when he was Secretary of the Thanh Hoa Provincial Party Committee, repeatedly affirmed: "To successfully carry out political tasks, gradually realize the aspiration of building and developing Thanh Hoa province into a new growth pole in the North of the Fatherland, rich, beautiful, civilized, modern, a model of the whole country, the Thanh Hoa Provincial Party Committee identifies that building a contingent of cadres plays a particularly important role. The province focuses on building, arranging, and using a contingent of cadres suitable to the requirements and tasks, associated with discovering, encouraging, protecting dynamic and creative cadres and screening out weak cadres".

Nowadays, although “economic growth is the basic means to achieve economic development”, “growth itself is an imperfect measure of progress”. Therefore, growth must aim at the harmonious and sustainable development between the economy, culture and environment. In other words, sustainable development must be a trend, an inevitable requirement. Thanh Hoa is no exception, even the harmony between economy and culture needs to be raised to a higher level. Because the culture of this land is not only a rich treasure of tangible and intangible cultural heritage; but also at the height and depth of a type of “soft power”, with a tradition of patriotism, self-reliance, self-strengthening spirit, bravery, intelligence, dignity and human personality. That is the foundation for the sustainable and prosperous development of Thanh Hoa, and also in line with the spirit set forth in Resolution No. 58-NQ/TW of the Politburo.

During his lifetime, President Ho Chi Minh once pointed out: “The nature of a rock is to stay still and not move. But when many people join forces to push it, no matter how big or heavy the rock is, it will roll.” All obstacles on the path of development are like “rocks” of narrow thinking and vision, of insufficient determination and action, of inadequate mechanisms and policies... To roll that “rock” off the development highway, a very high spirit of solidarity is needed in the political system and in the whole society. Also because “Thanh Hoa has gone through many ups and downs and breakthroughs. When there are ups and downs, solidarity has problems; when there are breakthroughs, the spirit of great solidarity is promoted” (Prime Minister Pham Minh Chinh). Therefore, we must all the more deeply understand Uncle Ho’s advice: “A career is built by Unity”! Because only when the strength of solidarity - unity of mind, strength, heart, and soul - of millions of people is raised, can we overcome all obstacles on the path of development. From there, we can create a society with ethics and culture as the foundation for creative thinking to flourish, for talented people to contribute, for faith to flourish and realize the aspirations of Thanh land.

History has proven that great successes all originate from knowing how to seize and make good use of opportunities. For example, the historical mission was placed on Le Loi's shoulders and the art of seizing opportunities was applied through each stage and each battle, thanks to which the "Lung Nhai Oath" was turned into the "Dong Quan Oath" and opened the era of "steadfast gold for thousands of years" for the nation. Being proud of the historical tradition of the land, with the illustrious "pioneer", to see more clearly the responsibility of future generations to take advantage of the opportunities and fortunes brought about by Resolution No. 58-NQ/TW of the Politburo and Resolution No. 37/2021/QH15 of the National Assembly. From there, the aspiration of a rich, civilized, "model" Thanh land soon becomes a reality.
