In recent times, the Provincial Party Standing Committee, Party committees and Party organizations have focused on building a contingent of cadres at all levels in general and civil servants in particular, thereby achieving many important results. In particular, the regulations and rules on civil servant work are in accordance with regulations and strict at all stages, ensuring the structure of the proportion of women, as well as promoting the role of women in leadership and management. Currently, there are 53 civil servants holding key positions at all levels; 2/6 civil servants participating in the National Assembly, reaching a rate of 33.3%; 15/50 provincial People's Council delegates, reaching a rate of 30%. The training and fostering of young cadres and civil servants has been focused on. From 2020 to present, in the province, 647 female cadres and civil servants have been trained in professional expertise; 660 civil servants have been trained to improve their qualifications in political theory; 24 cadres were trained for master's degrees. The work of developing female party members has been focused on and promoted with the proportion of women accounting for 40%. However, the cadre work of the province still has some difficulties such as: The proportion of cadres participating in the Party Committee, holding leadership and management positions at all levels and sectors has increased compared to before but is still low, not ensuring the rate of over 15% compared to regulations; leaders of some agencies and units still do not have cadres; the rate of cadres being introduced to run for election is not high.

Speaking at the working session, the Standing Deputy Secretary of the Provincial Party Committee said: In the past time, the province has had many policies and guidelines to lead, direct, and create favorable conditions to support cadres and civil servants to strive, practice, improve awareness, and professional qualifications, to better meet the requirements of the tasks in the current period. In the coming time, the Standing Committee of the Provincial Party Committee has identified a number of tasks and solutions including: Strengthening the rotation of cadres and civil servants as leaders and managers to train through practice to help women mature early, preparing a reserve for leadership and management positions at all levels. Conducting a review of the young cadres and civil servants in the planning, with good development trends to have a plan for training, fostering or rotation. Enhancing the position and role of the Women's Union, the Committee for the Advancement of Women at all levels. Promoting propaganda among cadres, members, and people to have a correct understanding of gender equality, the meaning and role of cadres and civil servants. Develop and perfect policies and mechanisms on human resource development. Increase budget investment in training and development of human resources.

The Standing Vice President of the Vietnam Women's Union highly appreciated the results that the province has achieved in the work of cadres and civil servants, thereby enhancing the position and role of women in society. She also hoped that in the coming time, the province would continue to pay attention to the work of cadres and civil servants, proactively review, compile statistics, and grasp the current situation of cadres and civil servants at all levels to prepare cadres for the upcoming Party Congresses at all levels. Develop mechanisms and policies for union cadres and grassroots women cadres; promote and support the development of the provincial women's movement.
