Comrade Hoang Giang : Over the past 65 years, under the leadership and direction of the Lao Cai Provincial Party Committee, the Party Committee of the Provincial Agencies - Enterprises Bloc has always promoted the tradition of solidarity, unity, overcome all difficulties, gradually perfected the organizational model, innovated the content and methods of leadership, and strongly focused on the grassroots. The grassroots party organizations continued to be consolidated, improved, and supplemented with functions and tasks, ensuring the leadership and governing capacity of the Party at the grassroots level, associated with the consolidation of the organization, streamlined apparatus, and effective and efficient operations. Attention has been paid to the work of developing party members, associated with building a contingent of cadres and party members with sufficient qualities, capacity and prestige, meeting the requirements and tasks in the new situation. Attention has been paid to the work of planning, training and fostering the contingent of Party Committee members and Party cell secretaries. Agencies and units in the Bloc have made great efforts and been very proactive in implementing professional tasks, always promoting dynamism and creativity, doing well in research, consulting and proposing to the province policies, solutions, mechanisms, policies, development orientations to deploy and effectively organize the implementation of key work programs, with specialized projects and resolutions, creating jobs and income for people and workers, contributing to the successful completion of the political tasks of the Provincial Party Committee in recent years...
According to comrade Hoang Giang, the Party Committee of the Bloc has had many innovations and creativity in concretizing the resolutions and directives of the Central and Provincial Party Committees.The Executive Committee and the Standing Committee of the Party Committee of the Bloc have made many innovations and creativity in concretizing the resolutions and directives of the Central Committee and the Provincial Party Committee into specific resolutions, programs and plans for implementation throughout the Party Committee. The Party Committee of the Bloc has also done a good job of political and ideological education, helping the cadres and party members in the Bloc to improve their professional qualifications, expertise, political theory and working capacity. By the end of 2023, the Party Committee of the Bloc had led the completion of 9/10 targets of the Resolution of the Bloc Party Congress for the 2020-2025 term, making an important contribution to the Lao Cai Provincial Party Committee successfully completing the goals set out in the Resolution of the 16th Congress.

Comrade Hoang Giang : As a Party Committee directly under the Provincial Party Committee, with grassroots Party organizations and Party members working and participating in agencies and enterprises of the province, the Party Committee of the Bloc has a very important position and role in the organizational system of the Provincial Party Committee; performing well the work of Party building, especially Party building and rectification. Therefore, the Party Committee of the Bloc and grassroots Party organizations in the Bloc must strive to take the lead, be the leading flag, and become a model in the Party building work of the Provincial Party Committee with key tasks and solutions.
Firstly , continue to strongly innovate the Party's leadership and governance methods, maintain and promote the role of the leadership core and political core of Party organizations in agencies, units and enterprises. Proactively and actively coordinate effectively with Party delegations, Party executive committees, heads of agencies and units in leading and directing the implementation of assigned political tasks, in personnel work, management of Party members, cadres, civil servants and public employees; promote administrative reform, focusing on administrative procedure reform and digital transformation; build a scientific working style, close to the people, respecting the people, close to the grassroots.

Second , promptly grasp the ideological situation and public opinion of cadres and party members, consolidate solidarity and unity within the Party Committee; strengthen the work of political theory and ideology education; promote propaganda, education, study, dissemination and implementation of directives and resolutions of the Central Committee and the Provincial Party Committee, thereby helping each Party Committee, Party organization, agency, unit, each cadre and party member in the Party Committee to deeply perceive, advise on concretization and effectively implement the Party's viewpoints, policies and guidelines. Uphold the principles of democratic centralism, self-criticism and criticism, resolutely fight to prevent and repel degradation in political ideology, ethics, lifestyle, manifestations of "self-evolution" and "self-transformation" within the Party, associated with promoting the study and following of Ho Chi Minh's ideology, ethics and lifestyle and the responsibility to set an example in a substantial and effective manner.
Third , closely follow the Party's regulations, the leadership and direction of the Provincial Party Standing Committee on the organization and operation of all types of grassroots party organizations, maintain the principles of organizing Party activities; focus on innovating the content and form, improving the quality of Party cell activities in the direction of linking with the leadership of political tasks, closely following the actual situation of agencies, units and enterprises; strengthen the management of Party members, promote the development of Party members, focus on creating a source of Party members among union members, youth, students and workers in the enterprise sector, ensuring quantity and quality.
Fourth , take care of building a team of Party committee members at all levels and a team of leaders and managers of agencies, units and enterprises according to the management hierarchy, meeting the requirements of assigned tasks; carry out well the work of creating sources, planning, training, fostering, commenting, evaluating and arranging the use of cadres; build a team of cadres of provincial-level agencies with strong political will, capacity, qualifications, prestige, diligence, thrift, integrity, impartiality; live responsibly, loyally, have the aspiration to contribute, wholeheartedly and with all their might in building and developing our beautiful homeland of Lao Cai.
Fifth , continue to arrange, supplement and perfect Party committees and grassroots Party organizations, ensuring the unified leadership of the Party at the grassroots level. Improve the quality and effectiveness of inspection and supervision work of Party committees, Party organizations and inspection committees at all levels in the Party Committee, promote thematic supervision work to rectify, remind, proactively prevent early, from afar, from the grassroots level, thereby contributing to timely detection, handling and overcoming of shortcomings, preventing violations, contributing to maintaining strict discipline and order in the Party Committee...
