Clever from government mass mobilization

Receiving the notification of the results of the land records settlement, Mr. Pham Lam (My Hoa village, Duy Hoa commune) shared: “The settlement of administrative procedures (TTHC) is now much more convenient. The working style of the staff is quite professional. The procedures are settled quickly and a specific time is set for the results, not waiting like before. I am very satisfied”.

Ms. Doan Thi Thanh Tam - Standing Deputy Secretary of Duy Hoa Commune Party Committee said that implementing the "skillful mass mobilization" model on administrative reform, the locality focuses on innovating management and operation activities towards increasing effectiveness, efficiency, publicity, transparency, democracy, friendliness and closeness to the people.

The “one-stop” department handles administrative procedures for citizens quickly and accurately, without leaving any backlog of documents. Currently, Duy Hoa is performing 114 administrative procedures, many of which are handled within the day. The “one-stop” department arranges schedules for leaders and civil servants, suggestion boxes, hotline numbers, nameplates clearly stating the field of handling, name and title of the person receiving the administrative procedure to facilitate citizens to contact.

Identifying the emulation movement "Skillful mass mobilization" as a regular task, Duy Xuyen District Party Committee directed the synchronous implementation in state agencies and armed forces. Assigning 16 heads and deputy heads of departments, offices, and public service units under the District People's Committee, 14 chairmen of the People's Committees of communes and towns to be in charge of government mass mobilization work.

In 2023, the district's administrative procedure reception and settlement unit received 1,862 administrative procedure records, with the on-time settlement rate reaching nearly 80%. The district-level Public Administration Center handles administrative procedures according to the "5-step process in the electronic environment" (receiving, appraising, approving, stamping - digitally signing, returning results), providing 252 online public services out of a total of 280 administrative procedures under the district's authority on the province's public service portal, reaching a rate of 90%, contributing to creating favorable conditions for organizations and individuals when performing administrative procedures with state agencies.

Spread at the grassroots

Mr. Luu Van An - Head of Tra Kieu Tay village (Duy Son commune) said that recently, the Party cell and the village's People's Committee have launched many models and good practices related to "skillful mass mobilization", bringing the Party and State's policies and laws to the people.

Many effective models such as "Self-managed road of solidarity group", "Environmental landscape protection", "5 no, 3 clean", "Exemplary grandparents, filial children"... Aiming to maintain and improve the quality of model new rural criteria and maintain the cultural village for 21 consecutive years.

According to Mr. Tran Huy Tuong - Deputy Head of the People's Mobilization Committee of Duy Xuyen District Party Committee, implementing the campaign "All people unite to build new rural areas and civilized urban areas", over the past 15 years, people have agreed to donate 314,000m2 of land, more than 133,000 working days and 210.4 billion VND to build rural infrastructure.

From the movement, many models emerged, typical examples of "skillful mass mobilization" such as "Mobilizing people to donate land and architectural objects to open DH13 road, Dong Giai bridge" (Duy Hoa commune); "Mobilizing people to donate land and architectural objects in building new rural areas, model new rural areas" in communes; model "Building civilized urban areas" (Nam Phuoc town)...

The movement to build a cultural life has also gone deeper and deeper, with many effective models appearing such as "Electricity lines, national flag lines"; "Model 5 no's and 3 clean women's association"; "3 no's in funerals"; "No scattering of votive paper on funeral roads"...

In the field of ensuring security and order, there are typical models such as "Listening to people's opinions and contributions, building a people's police force"; "Reforming and educating children who break the law in the community"; "Safety of Tra Nhieu Tourist Village"; "Self-managed families"; "5+1"; "Residential areas without crime, social evils, and lawbreakers"...

Mr. Nguyen Quang Manh - Standing Deputy Secretary of Duy Xuyen District Party Committee said that reality shows that the emulation movement "Skillful mass mobilization" is a lever to promote consensus in the community, creating a strong, sustainable bond between the Party, the State and the People.

After 15 years of launching the movement, Duy Xuyen has built 165 effective models, spreading in the community with 148 collective models and 17 individual models, contributing to the successful implementation of the political tasks of the locality and unit.
