Accordingly, the Department of Education and Training requires the Department of Education and Training of districts, towns and cities to direct schools to arrange timetables scientifically, in accordance with the needs of parents and students, in accordance with the psychology of primary school students, not causing overload, not forcing students to participate, not inserting voluntary educational activities into regular school hours. Schools must assign managers and teachers to participate in student assessment to coordinate and evaluate the objectivity and effectiveness of joint teaching and other optional programs, report the results at the end of semester 1 and the end of the school year...

Dak Lak Department of Education and Training also requested the Departments of Education and Training to inspect primary education institutions that have implemented joint teaching; life skills education activities and extracurricular education activities in the form of clubs (organization plan; program, documents, list of teachers participating in teaching; capacity profile of service providers; training contracts; use of funds allocated to schools; facility rental project...). The Departments of Education and Training shall report the inspection results to the Department of Education and Training before February 2.
According to the Dak Lak Department of Education and Training, in the 2023-2024 school year, the whole province has 19 primary schools organizing joint teaching programs with 187 classes and 7,652 students; of which Buon Ma Thuot City has 16 schools and Krong Pak District has 3 schools.
Previously, in 2023, the Dak Lak Department of Education and Training established a working group to inspect the implementation of this joint program. Through the inspection, the Department of Education and Training recorded many comments such as: the voluntary registration form for studying the program of the service provider was unclear, the commitment to study according to the 5-year school year was not consistent with the spirit of volunteerism; the tuition fee of 400,000 VND/month/8 lessons per student was too high, the lessons did not have foreign teachers; meanwhile, some other companies teaching English have foreign teachers with a tuition fee of about 250,000 VND/month; the legal basis for collecting tuition fees was not guaranteed, most did not have an estimate to calculate costs, and did not deduct depreciation funds for facilities...
After the inspection, the leaders of the Dak Lak Department of Education and Training concluded that the participating schools and the service provider must objectively evaluate the effectiveness of the joint program; the joint unit must have solutions to provide additional support for students who have not completed the course content well (without collecting additional tuition fees). At the same time, the company was asked to reduce the tuition fees for students participating in the program because the current tuition fees are quite high...
