(QNO) - According to the People's Committee of Dai Loc district, in 2023, the total capital from the central, provincial and local budgets allocated to the district's basic construction sector will reach nearly 226 billion VND. Of which, the central budget is 40 billion VND, the provincial budget is more than 127.8 billion VND, and the district and commune budgets are more than 58 billion VND. Disbursement by November 30, 2023 will reach more than 150.5 billion VND/nearly 226 billion VND (66.64%).
According to the District People's Committee, in addition to the achieved results, the disbursement work still faces many difficulties and obstacles due to many reasons. That is due to obstacles in regional planning and general planning of communes/towns, so land exploitation projects cannot be implemented, leading to the district's revenue not being guaranteed to be implemented according to the set plan. Compliance with the regime of reporting on disbursement progress, disbursement progress, and supervision of basic construction investment by investors is not serious, late or does not make reports, leading to the work of synthesizing reports and managing basic construction investment not being carried out systematically and fully. Community investment supervision has not been implemented closely and ensured.
In addition, compensation and site clearance work encountered many difficulties and obstacles. The source of quality earth filling materials in the area was scarce, the price of earth filling in the market was much higher than the approved estimate, causing difficulties for projects with large volumes of earth filling for roadbeds...
In 2024, the public investment capital plan allocated to Dai Loc district is 128,759 billion VND. Of which, the central budget allocation is 19,926 billion VND, the provincial budget is 42,070 billion VND, and the district budget is 66,763 billion VND.
According to Mr. Le Van Quang - Chairman of Dai Loc District People's Committee, in 2024, Dai Loc district will focus on promoting the direction and management of the implementation of the public investment plan to achieve 100% of the set plan, not allowing the situation of transferring capital recovery sources, considering this a key solution of the investor.
