Kinhtedothi - This morning (November 5), the 4th Congress of Ethnic Minorities in Hanoi in 2024 officially opened. Attending the Congress were 250 official delegates, who are ethnic minorities, representing the community of 53 ethnic minorities in the capital.
The 4th National Congress of Ethnic Minorities in 2024 will be an opportunity for Hanoi to evaluate the achievements and results of ethnic work and ethnic policies in the 2019-2024 period; at the same time, build new development orientations for ethnic minority areas in the coming time.
On the sidelines of the Congress, reporters from the Economic and Urban Newspaper interviewed a number of delegates, reviewed and evaluated the results of the implementation of ethnic affairs and ethnic policies in the past time. They also made a number of recommendations and proposals to continue comprehensively developing the ethnic minority and mountainous areas of the capital in the next 5 years.

“Over the past 5 years, with the attention and great investment of Hanoi City, the ethnic minority areas of Phu Man and Dong Xuan communes have had many positive changes. The electricity system, roads, schools and stations have been upgraded more and more synchronously, the material and spiritual life of the people has been constantly improved.
Up to now, both Dong Xuan and Phu Man communes have met the new rural standards and are continuing to improve the criteria to strive to meet the advanced new rural standards. Currently, both communes have no poor households. Average income per capita has continuously increased. People are excited and trust the policies of the Party, the State and Hanoi City.
At the 4th Congress, I hope that Hanoi will continue to pay attention and have more orientations for comprehensive development for ethnic minority and mountainous areas; the Ethnic Committee and departments will continue to effectively implement programs and plans for the development of ethnic minority areas that the Central Government and Hanoi have approved, especially the National Target Program.
Besides, I also hope that Hanoi City will continue to pay attention to the work of preserving and promoting traditional cultural values in ethnic minority areas. This has been paid attention to by Hanoi City, and Quoc Oai District has actively implemented it, but it needs a roadmap and large resources to be able to develop sustainably."

“Since 2008, when returning to the capital, the lives of ethnic minorities in Ke Moi village in particular and Tan Linh commune in general have continuously developed. The results achieved are beyond the dreams of the people.
Economically, the income of the people was only 30 million VND/person/year more than 5 years ago, but now it has reached 65 - 70 million VND/person/year. In particular, Ke Moi village has no poor households. Tan Linh commune is also striving to reach the advanced new rural destination.
Ke Moi village is one of the villages that has developed dairy farming very well. Currently, the commune has a Traditional Medicine Association with 30 members; in the near future, we hope that Hanoi will develop it into a craft village. In addition, we also propose that Hanoi continue to pay attention to developing more rural industries and community tourism to both preserve traditional cultural values and create livelihoods for the people.

“In leadership, if we want consensus from top to bottom, people must understand. That is why, over the years, ethnic minorities like us have always received attention from Hanoi City, especially in the work of disseminating and educating the law, so that people understand and avoid unnecessary violations.
We also receive general support policies for ethnic minorities in Hanoi. For example, during the learning process, we are given priority and given favorable conditions to study at the Ethnic Boarding School (Vietnam - Laos School); we are given the most favorable conditions, a friendly and equal environment for development.
In the coming period, we hope that Hanoi will continue to pay attention and have more mechanisms and policies so that young people and ethnic minorities, if they have the capacity and qualities, will have the opportunity to be trained and nurtured to further develop, contributing more positively to the overall development of the capital."
