The 4th Congress of Ethnic Minorities of Muong Lat District, 2024

On the afternoon of June 3, the People's Committee of Muong Lat district organized the 4th Congress of Ethnic Minorities (EM) of Muong Lat district in 2024. Attending the congress was comrade Nguyen Ngoc Tien, member of the Standing Committee, Head of the Provincial Party Committee's Internal Affairs Committee.

Over the past 5 years, with the attention, leadership and direction of the Central Government, the Provincial Party Committee, the Provincial People's Council, the Provincial People's Committee, the support of provincial departments, branches, sectors, unions, and lowland districts, and under the leadership of the Party Committee and the government, the people of all ethnic groups in Muong Lat district have promoted the tradition of solidarity, diligence, made efforts to overcome all difficulties and challenges, enthusiastically competed in patriotism and achieved important results.

Ethnic programs, projects and policies in ethnic minority areas have always been of interest to Party committees and authorities at all levels for effective implementation. Functional sectors have proactively reviewed and supplemented resources to implement programs, projects and plans, mobilizing many resources for economic growth, investing in infrastructure improvement, sustainable poverty reduction, creating conditions for rapid and stable development, and improving the living standards of ethnic minorities.

Performance at the congress.

Total investment resources from programs and projects in the district reached over 605,177 billion VND; traffic works, creating regional connectivity, favorable conditions to promote production, business development, and goods circulation. Total investment capital from ethnic minority and mountainous area programs, the National Target Program for Sustainable Poverty Reduction, and the National Target Program for New Rural Development was over 560,177 billion VND. The rate of roads to the commune center that were paved reached 100%; the rate of villages and hamlets with paved roads reached 93.34%; the rate of population using clean water reached 99.2%.

Overview of the Congress

From 2019 to present, the district's socio-economic development has continued, with some areas making breakthroughs; most targets have reached and exceeded the set plan; the average growth rate of production value is 3.4%/year. The production value of agriculture, forestry and fishery in 2023 reached 302 billion VND, 2 times higher than in 2019; the total food output in 2023 reached 14,263 tons, an increase of more than 1,443 tons compared to 2019. Afforestation, forest protection and development averaged 200 hectares of concentrated forest planted annually. The growth rate of production value of industry and construction in the period 2019-2023 reached 8.6%.

The service industry has developed with many diverse and rich types of services at a fast pace, reaching 461.9 billion VND in 2023. Education and training in ethnic minority areas have made much progress, the rate of ethnic minority students attending school at the right age remains high; vocational training is organized for more than 1,200 rural workers; jobs are created for an average of 400 workers/year; the number of workers going abroad for work is over 100 people per year. By the end of 2023, the poverty rate in the whole district is 36.96% (3,266 households), down 10.75% and the near-poor household rate is 14.71% (1,300 households), down 2.92% compared to 2019.

The movement to join hands to build new rural areas continues to be promoted, with the participation of the entire political system, businesses, and people. The total mobilized budget to implement the new rural construction program in the 2019 period to date is more than 25 billion VND, with 4 OCOP products meeting the provincial 3-star standard...

With the spirit of "Ethnic solidarity, innovation, promoting advantages and potentials, integration and sustainable development", the delegates contributed many enthusiastic and responsible opinions, proposing solutions to strengthen the great solidarity of ethnic groups; develop socio-economy, ensure national defense and security associated with preserving cultural identity... contributing to improving the quality of ethnic work in the period of 2024-2029.

Speaking at the congress, Head of the Provincial Party Committee's Internal Affairs Committee Nguyen Ngoc Tien, on behalf of the provincial leaders, congratulated and commended the achievements that the Party Committee, government and ethnic minority people in the district have achieved in the past time.

To effectively implement the goals and tasks of ethnic work and ethnic policies for the 2024-2029 period, the Head of the Provincial Party Committee's Internal Affairs Committee requested Party committees at all levels, authorities, the Fatherland Front, organizations and people of Muong Lat district to continue to promote propaganda and dissemination of the Party's guidelines and policies and the State's laws on ethnic work.

Promote propaganda and mobilize ethnic minorities to actively participate in effectively implementing 3 national target programs; Socio-economic development program for Thanh Hoa mountainous area, period 2021 - 2025 and Resolution No. 11-NQ/TU dated September 29, 2022 of the Provincial Party Standing Committee on building and developing Muong Lat district to 2030, vision to 2045. Synchronously and effectively implement solutions in the Ethnic Work Strategy for the period 2021 - 2030, vision to 2045 and ethnic policies to mobilize all resources for investment in socio-economic development in the area in the direction of focused and key investments.
