Topic 1: Implementation of policies and laws on environmental protection since the Law on Environmental Protection 2020 took effect; it is expected to assign the Committee on Science, Technology and Environment to preside over and advise on the content. Topic 2: Implementation of policies and laws on development and use of human resources to meet the requirements of socio-economic development, especially high-quality human resources; it is expected to assign the Committee on Culture and Education to preside over and advise on the content. Delegate Le Thanh Van (Ca Mau) proposed to choose topic 2 on the development and use of human resources, because this is the root of all problems. Mr. Van said that if we choose topic 1 on environmental protection without thoroughly solving the problem of cadres and human resources, it would be meaningless. "I suggest choosing this topic, then the people will praise and support, because high-quality human resources are currently a very urgent issue," Mr. Van emphasized. The delegate analyzed that human resources and high-quality human resources have 2 groups of subjects. The group of skilled and proficient subjects knows the procedures and regulations to operate the work in accordance with the assigned functions and tasks, knows the lesson, "but in this position but doing that position or doing nothing is not considered skilled and proficient". The second group is the group of talents, this group is classified by delegate Van into 5 types: Talents in leadership are those who initiate policies, draw the path for the country, for the locality, for the industry, that is a political figure. Talents in management, administration, understanding the rules, behavior to operate the apparatus and proficient, have initiatives, have innovation. Talents in the field of experts, skilled, proficient and have innovation, have inventions, have inventions. The scientists we are prioritizing are science, technology and many industries we need to attract and mobilize scientists to promote economic development, protect security and national defense. Talents in the fields of culture, education, and art are also very necessary and must monitor the process of discovery, training, and promotion. In particular, Mr. Van said that he had proposed to the National Assembly at the beginning of the term that it is necessary to review the work of appointing and recruiting officials, first of all officials at the central level, at the provincial and district levels. If this can be done, it will fundamentally change the entire political system. A comprehensive administrative procedure reform is needed. Delegate Nguyen Thi Ngoc Xuan (Binh Duong) proposed that from 2025, the National Assembly should supplement the Government's specialized report on administrative procedure reform.

Delegate Xuan said that in the National Assembly's discussion sessions since the beginning of the term, many delegates have been interested in and made recommendations related to administrative procedure reform. According to the Government's assessment report and recommendations from many voters, in localities "there are still many cumbersome and complicated administrative procedures". The Government and localities continuously want special mechanisms, from special mechanisms for road traffic projects to national target programs, or localities request special mechanisms for construction investment, finance, budget, urban management, environmental resources, and urban government apparatus. "Is it true that institutions and administrative procedures are still backward, cumbersome, not keeping up with reality, taking a lot of time and increasing compliance costs, restricting the dynamism, creativity, flexibility, adaptability and efficiency of state administration, creating obstacles to the country's development?", the delegate asked. Ms. Xuan believes that reality requires a comprehensive and thorough reform of administrative procedures in all areas, especially investment, construction, public procurement and administrative procedures... In addition, the number of institutions that need to be revised, supplemented and completed is very large, but the direct human resources for institutional work are still few, the conditions for ensuring and the treatment regime are not high, and the implementation progress has not met the requirements.
