Topic 2: Implementation of policies and laws on development and use of human resources to meet the requirements of socio-economic development, especially high-quality human resources; it is expected to assign the Committee on Culture and Education to preside over and advise on the content. Delegate Xuan said that in the National Assembly's discussion sessions since the beginning of the term, many delegates have been interested in and made recommendations related to administrative procedure reform. According to the Government's assessment report and recommendations from many voters, in localities "there are still many cumbersome and complicated administrative procedures". The Government and localities continuously want special mechanisms, from special mechanisms for road traffic projects to national target programs, or localities request special mechanisms for construction investment, finance, budget, urban management, environmental resources, and urban government apparatus.
