Da Nang welcomes investment wave in microchip sector

Deputy Minister of Information and Communications Nguyen Huy Dung, Permanent Vice Chairman of Da Nang City People's Committee Ho Ky Minh, leaders of departments, branches and sectors in the city and domestic and foreign enterprises in the fields of microchips, semiconductors and artificial intelligence attended the seminar.

Speaking at the seminar, Standing Vice Chairman of the City People's Committee Ho Ky Minh emphasized that Da Nang has started developing the microchip and semiconductor industry since October 2023 and today (January 26), the city officially announced the establishment of the Da Nang Microchip Design and Artificial Intelligence Research and Training Center (DSAC).

Da Nang is implementing Resolution No. 43-NQ/TW of the Politburo on building and developing Da Nang city to 2030, with a vision to 2045 and Resolution 119/2020/QH14 of the National Assembly on piloting the organization of an urban government model and specific mechanisms and policies for the development of Da Nang city.

The city has also reported to the National Assembly for permission to build a specific resolution on the development of Da Nang city in the coming time, in which it is expected to have a policy on the development of the microchip and semiconductor industry to submit to the National Assembly.

Therefore, the city will receive and seek opinions from central ministries, branches, and universities to synthesize and propose to include in a specific resolution to submit to the National Assembly for consideration, as well as submit to the City People's Council for consideration to issue specific mechanisms and policies for the city.

Standing Vice Chairman of the City People's Committee Ho Ky Minh also expressed his hope that the city will continue to receive support from ministries, branches, central agencies, and all levels, especially in activities related to training cooperation, investment promotion, etc., so that Da Nang can become one of the pioneering localities in semiconductor technology.

At the seminar, delegates discussed and proposed orientations, designs and roadmaps for 3 short-term, medium-term and long-term phases.

Accordingly, in the short term, the city focuses on design and testing activities; in the medium term, it carries out production stages; in the long term, it masters a number of core technologies, products ranging from SoM (System on Module) to SiP (System in Package) to SoC (System on Chip) and closely follows the trend of integrating artificial intelligence, quantum computing, and new computing technologies.

The city identifies the development of the microchip and semiconductor industry with human resources as the decisive factor; additional training and retraining is a task that needs to be focused on, along with new training of human resources, with policies that need to focus on creating an ecosystem combining the State, schools and enterprises, including: policies on infrastructure investment for the microchip and artificial intelligence industry; policies on training and fostering human resources for microchips and artificial intelligence; policies on incentives and attracting investment in the microchip and artificial intelligence field; policies on perfecting the organizational apparatus and consulting personnel for the microchip and artificial intelligence field, especially the establishment and operation of the Da Nang Microchip Design and Artificial Intelligence Research and Training Center (DSAC).

Director of the Department of Information and Communications Nguyen Quang Thanh said that the city is proposing that the Central Government allow the City People's Council to use public assets such as information infrastructure to attract investors in semiconductors and artificial intelligence.

The city builds support policies to attract experts and overseas Vietnamese to work and transfer knowledge to form human resources such as tax exemption policies, income, preferential policies on accommodation, etc.; support for lecturers, engineers, and students; programs to support universities and training institutions in accessing investment technology and operating infrastructure to serve the development of semiconductor chips and microchips; groups of policies on incentives and investment attraction; policies on perfecting the organizational apparatus and consulting personnel for the field of microchips and artificial intelligence, etc.

Mr. Nguyen Anh Tuan, Deputy Head of the Department of Information Technology and Communications Industry (Ministry of Information and Communications) also suggested that Da Nang focus on training and fostering human resources and semiconductors as well as soon develop and submit to the National Assembly a resolution to pilot a number of specific mechanisms and policies for the city's development, including policies on training and developing human resources for semiconductors and microchips; policies on creating a favorable investment environment; policies on attracting senior foreign experts to work in Da Nang, and simplifying procedures for granting temporary residence cards to experts and senior personnel of semiconductor enterprises.

At the same time, invest in and perfect the operating model of DSAC, in which the city studies and considers a number of contents such as investing budget resources for infrastructure and equipment investment for the center; arranging regular operating costs. In the long term, it is necessary to aim to become a center providing research, evaluation, testing, simulation, sample production, small-scale production and other support services for startups, design companies, manufacturing companies and leading semiconductor research and training facilities nationwide; promote training cooperation between businesses and universities through 3-party training contracts...

Sharing about the development of microchips and artificial intelligence, Mr. Trinh Thanh Lam, Director of the business department of Synopsys Corporation in the region of Vietnam, Pakistan and Bangladesh, assessed that Da Nang had just started in October 2023, but had done some very specific things, including the establishment of DSAC.

In addition to its training function, DSAC will have additional functions of attracting investment and international connections. In addition, Da Nang also has Software Park No. 2, which promises to attract many businesses to work.

“With the great determination of the city's leaders, Da Nang has chosen a strategic partner for the development of the microchip and semiconductor industry and has done some real work to build and develop this industry,” Mr. Trinh Thanh Lam emphasized.
