From practice, it is necessary to research and calculate how when people type in a search for an issue related to agriculture, the correct and accurate information will appear, instead of a legal document dozens of pages long.
This is what Deputy Minister of Agriculture and Rural Development (MARD) Nguyen Hoang Hiep stated at the Conference to summarize the work in 2023 and deploy legal tasks in 2024 of the MARD on the afternoon of January 10.

Reporting at the event, Deputy Director of the Legal Department (Ministry of Agriculture and Rural Development) Ngo Thi Tuyet said that in 2023, the legal work of the Ministry of Agriculture and Rural Development was carried out in a context of many advantages and difficulties intertwined. In that context, the agricultural sector entered the third year of implementing the transformation from agricultural production thinking to agricultural economic thinking.
In addition, the state management system of the Ministry of Agriculture and Rural Development continues to be improved according to Decree No. 105/2022/ND-CP of the Government; international economic integration is increasingly deep, many new, complex and unpredictable issues appear, directly affecting the development of agricultural product markets and agricultural production organization.
Regarding the results of drafting legal documents, in 2023, 30 documents were issued (including: 4 Decrees; 26 Circulars). By January 1, 2024, the system of legal documents drafted by the Ministry had issued 433 documents, and there were 13 draft documents submitted to the Government that had not been issued (including 12 Decrees and 1 Decision).
In 2023, the Legal Department implemented Resolution No. 01/NQ-CP dated January 6, 2023 of the Government. The Ministry of Agriculture and Rural Development issued a plan to implement the Resolution, identifying 6 main tasks and focusing on directing the effective implementation of 3 contents.
“Specifically, standardizing, reducing, and simplifying business conditions. Accordingly, the number of business registrations in the agricultural sector includes 267 conditions, a decrease of 5 conditions compared to the previous announcement in 2019,” Ms. Tuyet said.
At the same time, simplify and digitize administrative procedures, upgrade, complete and effectively deploy 29 administrative procedures under the National Single Window Mechanism (reaching a rate of 100%).
Regarding digital data, the Ministry has implemented the Investment Project "Building an Information System and Database Platform for the Agriculture and Rural Development Sector". Regarding digital economy and digital society, the Ministry of Agriculture and Rural Development has implemented two smart farm models for fruits and vegetables in Lam Dong province and pork in Ninh Binh province.
Along with that, the launch of the Farmer Network platform supports cooperatives, agricultural enterprises, farmer organizations and farmers in planning production, financial planning, monitoring markets, natural disasters, pests and diseases and linking product consumption. The Farmer Network is expected to expand to provinces in the Mekong Delta.
Giving directions at the event, Deputy Minister of Agriculture and Rural Development Nguyen Hoang Hiep said that last year, the entire legal team made great efforts. Although the apparatus of the Ministry of Agriculture and Rural Development had many changes in the past year, the Legal Department still stood out with great directions and advice for the Ministry's staff and leaders.
Deputy Minister Hiep stated: “In 2023, the Legal Affairs Department issued 100% of the planned legal documents, after requesting to postpone and adjust the time. The work of reviewing and abolishing legal documents in 2023 is the most in recent years. To review and abolish, it is necessary to carry out a systematic process, following many procedures, requiring detection. In addition, units coordinate better than before to carry out arising tasks.”

However, Deputy Minister Hiep also pointed out that there are still many limitations in 2023. First of all, the plan to adjust the time to complete some legal documents twice shows that the difficulties have not been fully anticipated and calculated when making the proposal.
In addition, many documents, although issued in 2023, are behind schedule. Circulars are basically issued in November and December. These are tasks under the management of the ministry. If the circulars were issued earlier, everything would go more smoothly, especially circulars related to cutting administrative procedures. Although they are fully issued, they are behind schedule," said Deputy Minister Hiep.
At the same time, the backlog of 2021-2022 has only processed 4/12 Decrees, there are still 8 Decrees that have not been approved in 2023. These are difficult issues, discussed many times, but from the perspective of the governing body, this issue must be thoroughly implemented.
The fourth issue mentioned by Deputy Minister Hiep is that the post-review handling of legal documents is still slow. The success and highlight in 2023 is the review and complete abolition of some documents in part or in whole, but the implementation after the review is still slow. "It takes time and the correct procedure must be followed to be able to abolish, not to see mistakes and immediately abolish them, but I find it still slow. Things that need to be done quickly, we must work and coordinate with units to speed up."
In 2024, the key tasks are very clear, the Deputy Minister emphasized: "Request units to review and strictly implement; focus resources and human resources. Absolutely in 2024, do not report to request to postpone the deadline or plan of any legal document".
At the same time, the Deputy Minister said that the Electronic Information Portal of the Ministry of Agriculture and Rural Development will be redesigned in the coming time, enhancing information on legal work on the portal. It is necessary to diversify and change the approach to each subject in accordance with each legal document.
