As Giao thong Newspaper reported: “Tien Lang District (Hai Phong): Enterprises collect money and then leave “mountains” of garbage”, currently Kien Thiet commune landfill, about 1 hectare wide, has about 10,000m3 of garbage with a weight of more than 5,000 tons.
Large amounts of garbage left for a long time will decompose and give off a foul smell, seriously affecting the environment and the lives of people living in the surrounding area.
The amount of waste accumulated at Thanh Vinh Company's landfill is higher than the roof of the waste treatment plant, causing public outrage.
The reason for this situation is that the waste treatment line of Thanh Vinh Trade and Tourism Joint Stock Company (the unit responsible for collecting and treating waste here) has had a technical error since the beginning of 2023, so it has stopped operating.
Since then, all collected waste has only been composted with microorganisms, leading to the huge amount of waste as above. Meanwhile, Thanh Vinh Trading and Tourism Joint Stock Company (Thanh Vinh Company) still collects garbage fees from households in the area.
At the meeting at the end of July 2024, Mr. Nguyen Van Tung, Chairman of Hai Phong City People's Committee, requested to terminate the contract with Thanh Vinh Company and assigned Tien Lang district to study measures to handle the remaining waste at Kien Thiet commune landfill as well as select another unit with sufficient capacity in 2024.
Implementing the direction of Hai Phong City People's Committee, Tien Lang District People's Committee has directed Kien Thiet Commune People's Committee to terminate the contract with Thanh Vinh Company; issue a notice to terminate waste treatment activities, and request the Company to move all human resources and waste classification technology lines out of Kien Thiet Commune landfill before October 14, 2024.
The amount of waste accumulated, estimated at 10,000 m3, after many months of not being treated, has been causing serious environmental pollution in the area.
To completely resolve the problem at Kien Thiet landfill, the District People's Committee has also agreed to let Hai Phong Environmental Services Company Limited invest funds to support the locality in handling the amount of waste remaining at Kien Thiet landfill by classifying and separating each type of waste, and treating it separately according to the physical properties of each basic component.
Regarding the request for the locality to compensate for the costs spent to build a new waste treatment area and return the land to Thanh Vinh Company, Tien Lang District People's Committee affirmed that the locality temporarily assigned (lent) the land for the enterprise to test waste treatment.
Therefore, there is no basis or basis to compensate and support Thanh Vinh Company. The enterprise must relocate its assets and machinery and hand over the land to the local authorities.
At the same time, based on calculations and legal regulations, the district will request Thanh Vinh Company to refund the amount of money collected from households in recent years but only collected garbage at the landfill without processing it. The locality will use this fund to support the processing of the remaining garbage at the Kien Thiet commune landfill.
