In the first instance trial of the case of “embezzlement of assets”, “money laundering”, and “violation of bidding regulations causing serious consequences” occurring at Thu Duc City Hospital, defendant Nguyen Minh Quan (former Director of this hospital) pleaded innocent during the interrogation.

Previously, when questioned by the judge, defendant Nguyen Van Loi (Director of Nguyen Tam Company) stated that he met Nguyen Minh Quan while working at a car wash and washed Quan's cars many times. He was then invited by Quan to work and manage 4 companies founded by Nguyen Minh Quan and his wife.
The indictment accused defendant Loi of assisting defendant Nguyen Minh Quan in embezzling more than 103.6 billion VND from Thu Duc City Hospital, then transferring this money to Quan and his wife to buy real estate, cars, buy gold, pay off bank debts...
On the contrary, when questioned by the presiding judge, defendant Nguyen Minh Quan stated that "the defendant was slandered, and first of all, defendant Loi slandered the defendant."
Nguyen Minh Quan: The defendant took care of and created jobs for Loi.
Defendant Nguyen Minh Quan stated that he met Loi when he was working as a car washer. "I took care of Loi, created a job for him, and asked him to work at Ngoc Dao Company, where his wife was the director," Quan stated. Defendant Quan said he did not know how Ngoc Dao Company was run.

Regarding the remaining 3 companies owned by Loi, Loi's wife and others, the indictment claimed that they were his "backyard", but defendant Quan firmly denied it, saying he did not know and had nothing to do with these 3 companies.
Regarding a series of acts according to the indictment accusing defendant Nguyen Minh Quan such as: establishing 4 "backyard" companies with his wife to participate in and win 27/28 bidding packages, appropriating more than 102 billion VND from Thu Duc City Hospital, defendant Quan persistently claimed his innocence, stating that when the case happened, he did not know anything "it was not that the defendant was not honest, shifting responsibility to his subordinates, but that the defendant did not know what happened", defendant Quan explained.
According to defendant Quan, before the incident, the hospital was inspected for bidding packages, but all documents were lost for no reason, so the defendant directed his subordinates to remake documents for 28 bidding packages, signing back the date to deal with it.

Regarding the more than 103.6 billion VND that Nguyen Van Loi transferred to the defendant Quan and his wife, the former Director of Thu Duc City Hospital denied that it was embezzled money from Thu Duc City Hospital. Quan stated that he had previously been close friends with Loi and trusted Loi, so he lent him money, which Loi later paid back.

The judge asked: "Are there any documents for the loan?". Nguyen Minh Quan said that because of trust, there was no need to sign any documents.
Judge: "The defendant claims he is innocent but spent millions of dollars to escape punishment and this case has been tried. The defendant does not need to explain further, the panel of judges will evaluate all the physical evidence and other evidence in the case."
What did Nguyen Minh Quan's wife declare about the amount of 67.6 billion VND?
Brought to trial for "money laundering" with her husband, defendant Nguyen Tran Ngoc Diem (defendant Quan's wife, Director of Ngoc Dao Company) stated that she knew nothing, and signed whatever her husband gave her. Of the more than 67.6 billion VND that Loi transferred and gave the defendant in cash, Diem stated that "she thought this was the company's profit so she took it for her own use."
