Attending the Conference were comrade Le Hoai Trung, Secretary of the Party Central Committee, Head of the Party Central Committee's External Relations Commission, comrades of the Party Central Committee, alternate members of the Party Central Committee, leaders of the Central Committee's Commissions, Ministries, branches, provincial Party Committees, municipal Party Committees, and Party Committees directly under the Central Committee. On the side of the Ministry of Foreign Affairs, there were comrade Bui Thanh Son, member of the Party Central Committee, Minister, Secretary of the Party Committee, Secretary of the Party Committee of the Ministry of Foreign Affairs and leaders, former leaders of the Ministry of Foreign Affairs through the periods, former leaders of the Party Committee abroad, Party Committee abroad, comrades of Ambassadors, secretaries of Party committees abroad; comrades of Ambassadors, Heads of representative agencies nominated for the 2024-2027 term; Party committees, party members, key officials of units under the Ministry of Foreign Affairs, representatives of generations of veteran officials of the Ministry of Foreign Affairs.
In his opening speech, Party Central Committee member and Foreign Minister Bui Thanh Son emphasized that this is a very important conference for the Diplomatic sector to review and evaluate the results of Party building work in the Diplomatic sector and Party work abroad over more than half of the term of implementing the Resolution of the 13th National Party Congress, drawing lessons; on that basis, proposing key tasks and measures to further promote Party building, improve the quality of Party members, contributing to the implementation of the political tasks of the Diplomatic sector in the coming years...".
Minister Bui Thanh Son analyzed that since the beginning of the 13th Party Congress, the world and regional situation has undergone great and complicated changes, including unprecedented developments, which have had multi-dimensional impacts on the socio-economic development of our country. After 4 years of implementing Decision No. 209 dated November 26, 2019 of the Politburo on merging the Overseas Party Committee and the Party Committee of the Ministry of Foreign Affairs, the Party Committee of the Ministry of Foreign Affairs is currently the largest in the Party Committee of the Central Agencies with a well-organized apparatus with nearly 600 Party organizations at home and abroad, a contingent of more than 11,000 Party members across all continents in the world and more than 6 million people and our compatriots abroad.

Closely following the foreign policy of the 13th National Congress, the Party's guidelines, policies and regulations on Party work and Party members, under the leadership of the Central Committee, directly and regularly led by the Politburo, the Secretariat, the Party Committee of the Central Agencies, the Party Committee and the government in the Foreign Affairs sector have made efforts to overcome difficulties and challenges to synchronously and comprehensively implement Party building work and achieved many important results.
According to Minister Bui Thanh Son, the important and outstanding results achieved during the first half of the 13th Party Congress term include: First, the leadership has successfully completed foreign affairs tasks. As General Secretary Nguyen Phu Trong assessed at the Opening Session of the 32nd Diplomatic Conference, foreign affairs work in the past 3 years has "achieved many important and historic results and achievements, becoming an impressive highlight among the overall results and achievements of the country in recent years".
Second, research and advice on Party building have achieved many important results. Since the beginning of the 13th tenure, the Party Committee of the Ministry of Foreign Affairs has coordinated with central Party committees and relevant agencies to advise the Secretariat to issue documents specifying Party regulations on Party work and Party members in accordance with the specific conditions of Party work abroad in the new situation.
Third, innovate the method of implementing political and ideological work. The Party Committee of the Ministry of Foreign Affairs has issued and implemented 3 resolutions, which set out policies and directions for leading Party building work. The implementation of the Project "Honoring President Ho Chi Minh, National Liberation Hero, Outstanding Cultural Man Abroad" has achieved many positive and specific results. To date, there have been 55 monuments, steles, memorial areas, 5 schools, 13 avenues and streets named after President Ho Chi Minh and many research works by international scholars have contributed to spreading Ho Chi Minh's ideology, morality and style to the world.
Fourth, building grassroots party organizations, managing party members and strengthening inspection and supervision work: Strengthening the review and innovation of working processes, reforming administrative procedures in party work, implementing the project to digitize party member records; publishing documents guiding party work in accordance with the characteristics of the Party Committee of the Ministry of Foreign Affairs. The quality of party development work has been improved; since the beginning of the term, 945 new party members have been admitted.

Secretary of the Party Committee of the Ministry of Foreign Affairs Bui Thanh Son affirmed that the above results of Party building work are an important foundation for the Foreign Affairs sector to successfully carry out political tasks, contributing to the great achievements of foreign affairs work in more than half of the 13th tenure. These achievements were achieved thanks to the correct guidelines and policies of the Party and State on foreign affairs and Party building and rectification; the wise leadership and direction of the Politburo, the Secretariat, the Party Committee of the Central Agencies; the support and close coordination of Party committees, Party executive committees, Party committees of central and local agencies; and the crystallization of the efforts and struggles of the entire Party Committee of the Ministry of Foreign Affairs.

Minister Bui Thanh Son said that from now until the end of the 13th National Congress and the following years, the world is facing turning points to a new situation with increasing instability and uncertainty. Therefore, the tasks set for the diplomatic sector will be more difficult, while at the same time placing higher demands on Party building and Party work abroad. In the spirit of thoroughly grasping and closely following the policies and guidelines of the 13th National Congress of the Party, the resolutions, conclusions and directives of the Party Central Committee, the Politburo and the Secretariat on foreign affairs and Party building, the Minister emphasized the following issues:
Firstly, continue to promote Party building in terms of ideology, cadres and organization. As President Ho Chi Minh advised, "Only when the Party is strong can the revolution succeed, just as the helmsman must be strong for the boat to sail." Wherever the Party organization is clean and strong, and cadres and party members strictly follow the Party's guidelines, policies and guidelines, that agency or unit will successfully complete its tasks.
Second, innovate leadership methods, improve the effectiveness of research and consultation on Party building and Party work abroad. Improve the leadership capacity and fighting strength of Party organizations at home and abroad, first of all, the role of the head and exemplary role of the Ambassador, Head of the representative agency, who is both a "commander" and a "political commissar".
Third, on party member management in the new situation. With nearly 10 thousand party members around the world, the management of party members abroad has its own characteristics compared to that in the country, especially the inspection, supervision, and evaluation of the content, quality, and results of activities of party organizations and party members abroad as well as the handling of newly arising complex issues such as the management of party members with separate activities, short-term trips, and dual-nationality party members. These issues need to be carefully studied and evaluated in the process of summarizing the implementation of the Party Charter, contributing to the preparation of the contents on Party building and rectification for the 14th Congress.
Minister Bui Thanh Son affirmed that, deeply imbued with President Ho Chi Minh's advice to diplomatic staff "must always serve the interests of the nation", the staff and Party members of the Foreign Affairs sector are always aware of their responsibilities and duties before the Party, State and People, vowing to do their utmost to serve the Party, the Fatherland and the people, determined to build a truly strong, comprehensive and modern Foreign Affairs sector, successfully carrying out the tasks entrusted by the Party, State and People.

The conference listened to speeches by leaders of Party committees and Party committees directly under the Central Committee and comrades Ambassadors, Heads of representative agencies - Party secretaries on the fields of Party organization and building, political and ideological work, inspection, supervision and protection of internal politics, mobilization of the Vietnamese community abroad and the role of Party organizations in leading the implementation of foreign political tasks... The speeches demonstrated the responsibility and close coordination of agencies in the political system in Party building work in the Diplomatic sector and Party work abroad.

Speaking at the Conference, Standing member of the Secretariat Truong Thi Mai highly appreciated and commended the results that the Ministry of Foreign Affairs has achieved in implementing comprehensive foreign affairs tasks in the fields of political diplomacy, economic diplomacy, cultural diplomacy, consular work and citizen protection, and work with overseas Vietnamese . Party building work in the diplomatic sector and overseas party work have achieved 5 outstanding results: (i) Thoroughly grasping the Party's guidelines and policies, concretizing them closely to practical requirements, focusing on synchronously implementing 10 tasks of Party building work; (ii) Continuing to perfect the organizational apparatus, paying attention to building a contingent of cadres; (iii) Strengthening political and ideological work, especially the work of protecting the Party's ideological foundation abroad; (iv) Mass mobilization work associated with the characteristics of the overseas Vietnamese community; (v) Party member management ensures that no party member who goes abroad is not organized, arranged, and participates in party activities.

The Standing Member of the Secretariat also pointed out the challenges and issues facing Party organizations and Party members abroad, including objective and subjective causes arising from the characteristics of Party work abroad. He suggested that the entire Party Committee continue to attach importance to Party building and rectification, considering this the fundamental foundation for excellently completing political tasks; research and advise on practical issues to have a suitable mechanism model for cadres and Party members abroad; innovate working methods, especially innovate Party activities in a practical and effective direction, closely linked to political tasks; pay attention to Party member management; proactively advise and propose solutions to remove difficulties and obstacles in the management of Party members abroad. He also requested Party members and officials of the Ministry of Foreign Affairs to continue to practice and contribute effectively to enhancing the position and image of the country. Comrade Truong Thi Mai believes that the Party Committee of the Ministry of Foreign Affairs will continue to do well in Party building work, continue to closely coordinate with departments, ministries, branches and localities to further promote Party work abroad, contributing to the successful implementation of the foreign policy of the 13th National Party Congress.
Receiving the direction of the Standing Member of the Secretariat, Minister Bui Thanh Son affirmed that the profound but very specific directions of the Standing Member of the Secretariat at today's Conference as well as the directions of the Party and State leaders at the Diplomatic Conference in recent days have affirmed the attention, leadership and direct and comprehensive direction of the Politburo and the Secretariat for foreign affairs work; are a great source of encouragement, adding strength and new spirit for the cadres and party members of the Diplomatic sector to persistently devote themselves to the foreign affairs cause of the Party and State.
The Party Executive Committee and the Party Committee of the Ministry of Foreign Affairs thoroughly grasp and absorb the instructions of the Standing Member of the Secretariat and the contributions of departments, ministries, branches and localities to concretize them into programs, plans, tasks and measures to strengthen Party building and rectification and Party work abroad, further enhance the fighting strength, leadership and direction capacity, and build a strong, comprehensive and modern Party Committee and the Foreign Affairs sector.
Also at the Conference, the Ministry of Foreign Affairs organized a ceremony to award prizes to collectives with outstanding achievements in implementing Party work and protecting the Party's ideological foundation.
