Prime Minister's telegram directs drastic implementation of forest fire prevention and fighting measures

That is the content of Official Dispatch No. 43/CD-TTg on continuing to resolutely and effectively implement forest fire prevention and fighting measures nationwide, which was just signed and issued by Prime Minister Pham Minh Chinh on May 1, 2024.

Telegrams sent to the Ministers of: National Defense, Public Security, Agriculture and Rural Development, Natural Resources and Environment, Industry and Trade, Planning and Investment, Finance, Information and Communications; Chairman of the State Capital Management Committee at Enterprises; General Directors of: Voice of Vietnam, Vietnam Television, Vietnam News Agency; Chairmen of People's Committees of provinces and centrally run cities.

The dispatch stated: In recent days, due to the impact of climate change and the influence of the El Nino phenomenon, severe heat has been occurring in many localities, with the highest temperature ranging from 37 0 C to 39 0 C, in some places over 42 0 C; 15 forest fires have occurred in the provinces of Son La, Dien Bien, Lai Chau, Quang Tri, Nghe An, Ca Mau, Kien Giang, An Giang..., burning over 260 hectares of forests of all kinds, negatively affecting the ecological environment and people's lives. In particular, the fire from April 26 to 27, 2024 in Vi Xuyen district, Ha Giang province burned down nearly 20 hectares of forest, two forest rangers died and another ranger was injured while on duty to fight the forest fire.

According to the forecast of the National Center for Hydro-Meteorological Forecasting, in the coming days, hot weather will continue to occur in many localities, especially the provinces in the Central Coast region (from Quang Binh to Phu Yen), the Central Highlands and the South; from May 10 to 20, 2024, the Northern and Central regions are likely to experience widespread heat again. Therefore, the risk of forest fires remains high. To continue to proactively prevent and fight forest fires, minimizing damage caused by forest fires, the Prime Minister requests:

1. Ministers of the Ministries of Agriculture and Rural Development, National Defense, Public Security, Industry and Trade, Planning and Investment, Finance, Natural Resources and Environment, Information and Communications; Chairman of the State Capital Management Committee at Enterprises; General Directors of the Voice of Vietnam, Vietnam Television, Vietnam News Agency; Chairmen of the People's Committees of provinces and centrally run cities, according to their assigned functions, tasks and authorities, continue to strictly implement:

a) Conclusion No. 61-KL/TW dated August 17, 2023 of the Secretariat on continuing to implement Directive No. 13-CT/TW dated January 12, 2017 of the Secretariat on strengthening the Party's leadership in forest management, protection and development;

b) Official Dispatch No. 31/CD-TTg dated April 4, 2024, Official Dispatch No. 41/CD-TTg dated April 27, 2024 of the Prime Minister on proactively strengthening urgent measures to prevent and fight forest fires and related directive documents;

c) This is just the beginning of summer; therefore, absolutely do not be subjective, negligent, or lose vigilance, especially during the peak period of sunshine and heat.

2. The Chairman of the People's Committee of the provinces and centrally-run cities is responsible for forest fire prevention and fighting in the area, urgently directing the implementation of the following key and urgent tasks:

a) Directing People's Committees at all levels and functional agencies to strictly implement their management responsibilities for forest fire prevention and fighting, strengthening inspection and supervision of forest fire prevention and fighting early, from afar, right from the grassroots level, and considering this a key and continuous task;

b) Strengthen propaganda and education to raise people's awareness and responsibility in forest fire prevention and fighting. At the same time, inspect, urge and strictly control the use of fire in and near forests by people, especially slash-and-burn farming activities; temporarily stop using fire to treat vegetation; strictly handle acts of using fire that pose a risk of causing forest fires during peak periods when the risk of forest fires is high;

c) Proactively and promptly review plans and solutions for forest fire prevention and fighting in the locality with the motto "four on-site"; arrange forces, means, materials, and funds for forest fire prevention and fighting;

d) Directly direct the coordination between forces participating in forest fire prevention and fighting, ensuring efficiency and safety; strengthen training and coaching on forest fire prevention and fighting for forces working in forest fire prevention and fighting; ensure labor protection equipment, smoke prevention, logistics, food, drinking water, medical supplies for forces performing forest fire fighting tasks;

d) Assign forces to be on duty 24/7 during the dry season; arrange checkpoints and patrols in key areas prone to forest fires; strictly control people entering and exiting forest areas at high risk of forest fires; promptly detect fire spots, mobilize forces to control and extinguish forest fires in the shortest time;

e) Have plans to evacuate people, property of the people, the state and enterprises from areas affected by forest fires when forest fires occur; have measures to ensure absolute safety and have appropriate and effective policies for forces participating in forest fire fighting tasks; effectively organize the implementation of the Project to improve the capacity of forest rangers in forest management, protection and forest fire prevention and fighting for the period 2021 - 2030 according to Decision No. 177/QD-TTg dated February 10, 2022 of the Prime Minister;

g) Proactively direct competent agencies to coordinate in investigating and clarifying the causes, strictly handling those who intentionally violate the provisions of the law on forest fire prevention and fighting; handle the management responsibility of the head when forest fires occur; promptly commend and reward organizations and individuals who actively participate in forest fire prevention and fighting; be responsible to the Prime Minister if large-scale forest fires occur and cause great damage to forests in the area under management;

h) Regularly monitor information on forecasts and warnings of heat waves, forest fire risks and early detection of forest fires (on news bulletins of Vietnam Television, Voice of Vietnam, the Forestry Department's website: kiemlam.org.vn, of the National Center for Hydro-Meteorological Forecasting: nchmf.gov.vn); promptly inform and report immediately when there is a forest fire to the Forestry Department's Duty Team, by phone: 098 666 8 333; E-mail: [email protected], ensuring complete and accurate information to coordinate direction and mobilize forest fire fighting forces from other localities (when necessary).

3. The Minister of Agriculture and Rural Development is responsible for proactively directing the work of forecasting, warning, organizing forest fire prevention and fighting nationwide, focusing on directing the implementation of a number of key and urgent tasks as follows:

a) Closely monitor weather developments, especially in key areas at high risk of forest fires, promptly provide information to localities to proactively implement plans for forest fire prevention and fighting; maintain, forecast, warn of forest fire risks to promptly inform the mass media and communication channels for command and control;

b) Strengthen direction and inspection of forest fire prevention and fighting work in localities, especially key areas of forest fires; be ready to support localities with forces, fire fighting equipment, fire point information, and command work when large forest fires occur; promote the application of high technology in forecasting, warning of forest fire risks and early detection of forest fires; maintain a regular regime of forest fire prevention and fighting work according to regulations.

4. The Minister of National Defense and the Minister of Public Security direct units to review and proactively provide the highest possible support for forest fire fighting in the stationed area, and be ready to mobilize forces and means to participate in fire fighting when a forest fire occurs.

5. The Minister of Industry and Trade, Chairman of the State Capital Management Committee at Enterprises, directs the electricity sector and Vietnam Electricity Group to preside over and coordinate with local authorities and relevant agencies to ensure absolute safety of the national power system, and prevent incidents in transmission and supply of electricity to serve production and people's lives.

6. The Minister of Natural Resources and Environment directs relevant agencies to closely monitor the situation, improve the quality of forecasting and warning work, promptly provide information on weather and extreme weather phenomena to relevant agencies and people, serving forest fire prevention and fighting.

7. The Ministry of Information and Communications, Voice of Vietnam, Vietnam Television, Vietnam News Agency and media agencies continue to do a good job of providing information and communication on forest protection and forest fire prevention and fighting early, from a distance, right at the grassroots level; promptly provide information on forest fire warnings and forecasts.

8. Assign Deputy Prime Minister Tran Luu Quang to directly direct and handle issues related to forest fire prevention and fighting; especially emerging, sudden, and unexpected issues.

9. The Government Office, according to its assigned functions and tasks, shall coordinate with the Ministry of Agriculture and Rural Development to monitor and urge relevant ministries, agencies and localities to implement this Official Dispatch, promptly report to the Prime Minister and Deputy Prime Minister in charge on the implementation results./.
