According to the Ministry of Education and Training, the regulation of adding extra points to grade 10 for people who participated in revolutionary activities before 1945 still has a practical basis.

In the draft Circular on regulations for junior high school and high school admissions that the Ministry of Education and Training is soliciting opinions on, in the section regulating subjects eligible for extra points in grade 10, there is a case of children of people who participated in revolutionary activities before 1945.
Public opinion believes that this regulation is impractical because people who were revolutionary activists before 1945 could not have children at the age of 15 to be admitted to grade 10.
On October 25, speaking with Tuoi Tre Online, a representative of the drafting committee said that during the implementation process, the drafting committee also took this case into account to consider removing it from the draft if it was no longer appropriate.
However, when reviewing relevant legal documents, it was found that Decree 131/2021 on Guiding the Ordinance on preferential treatment for people with revolutionary contributions, which is still in effect, stipulates preferential treatment for children of people who participated in revolutionary activities before 1945.
"We also carefully considered this case and found that in reality, there could be situations where people joined the revolution from the age of 15, and then adopted children when they were 70-80, or even older. The rule of adding priority points can be applied to both biological and adopted children of revolutionary activists.
Based on both legal and practical grounds, we still leave the regulation for the case of people who participated in revolutionary activities before 1945 in the draft circular, because we want to cover all subjects, not omitting those who deserve to enjoy the regime.
The representative of the drafting committee of the Ministry of Education and Training also said that in Circular 11/2014 regulating the regulations on secondary and high school admission issued in 2014, there is no provision for adding priority points for children of revolutionary activists before 1945.
But when the Ministry of Education and Training issued a supplementary circular, it added the following subjects to enjoy preferential treatment: "Children of resistance fighters infected with toxic chemicals; children of revolutionaries before January 1, 1945; children of revolutionaries from January 1, 1945 to the August 1945 Uprising."
The draft is seeking comments on reusing the provisions stated in the previously issued circular after consideration.
