The Ministry of Education and Training said that the regulations on incentive points according to the new circular will not include students who won prizes in cultural subjects in the secondary school general education program.
The 2024-2025 school year is the closing year of the 2018 General Education Program implementation cycle. Accordingly, the 10th grade high school entrance exam will be implemented for the first time according to the new program, with many changes compared to before.
The Ministry of Education and Training has just issued Circular 30/TT-BGDDT of the Ministry of Education and Training on the regulations on junior high school and high school admissions with many new points. Including regulations on direct admission subjects and priority policies for high school admissions.
Regarding direct admission subjects, the new circular stipulates 5 subjects that are directly admitted to high school, including: Students of ethnic boarding schools at junior high school level; students from very small ethnic minorities; students with disabilities;
Secondary school students who have won national prizes organized by the Ministry of Education and Training or in coordination with ministries and ministerial-level agencies organized nationwide in cultural, artistic and sports competitions; scientific and technical research competitions; secondary school students who have won prizes in international competitions selected by the Minister of Education and Training.
Providing more information about the new regulation, Mr. Nguyen Xuan Thanh - Director of the Department of Secondary Education, Ministry of Education and Training said that regarding direct admission, previously, in Circular No. 05/2018/TT-BGDDT, the subjects of direct admission included "students who won national and international awards in culture; arts; physical education and sports; national science and technology competitions for junior high school and high school students".
Because there is no regulation on "national scale organization", the implementation process is inconsistent between localities.
Therefore, in the new circular, the Ministry of Education and Training stipulates that the subjects of direct admission to high school include junior high school students who have won national prizes organized by the Ministry of Education and Training, or in coordination with ministries and ministerial-level agencies organized "on a national scale".
Mr. Thanh said that this regulation aims to unify the goal: Competitions organized by the Ministry of Education and Training must be widely announced nationwide so that the Departments of Education and Training and the provinces can announce them, so that all students know and understand them publicly, all students know to participate, and build provincial teams to compete nationally.
"Therefore, the new circular stipulates that the competition on a national scale is like that, ensuring that all students have equal opportunities to access the competition, demonstrate their abilities, and are selected in a public and transparent manner," Mr. Thanh emphasized.
Regarding the subjects eligible for bonus points, the new circular stipulates that the subjects are junior high school students who have won provincial-level prizes organized by the Department of Education and Training or in coordination with departments and branches organized on a provincial scale.
According to Mr. Thanh, in reality, to have students participate in national competitions, the province will organize provincial competitions to select students for national competitions. If students win prizes in the provinces, they will be encouraged.
The Ministry of Education and Training also clearly stipulates: “Incentive points are added to the total admission score, calculated on a 10-point scale for each subject and exam. In which, the first prize is added 1.5 points; the second prize is added 1 point; the third prize is added 0.5 points”. This is a unified regulation nationwide, to ensure fairness between localities.
Mr. Thanh noted that the national general education program does not target secondary school students in the excellent student contest. Therefore, this regulation on incentive points will not include students who win prizes in cultural subjects in the general education program at the secondary school level.
“The Ministry of Education and Training currently has no regulations on gifted student competitions at the junior high school level, nor does it have regulations on specialized schools at the junior high school level. Furthermore, the goal of the basic education stage is comprehensive education. If localities organize gifted student competitions at the junior high school level to encourage gifted students, they are not allowed to include incentive points in the high school admission scores, ensuring fairness for all students,” Mr. Thanh affirmed.
Circular 30/TT-BGDĐT of the Ministry of Education and Training on the regulations for junior high school and high school admissions has just been issued with many new points. In particular, it specifically stipulates that the entrance exam for grade 10 includes: Math, Literature and a third subject or test selected by the Department of Education and Training.
The third subject is announced after the end of semester I but no later than March 31st each year.
Also according to the new regulation, localities cannot choose the same third exam subject for more than 3 consecutive years, starting from the effective date of this circular, February 14, 2025.
