Expected limit on additional points for foreign language certificates

In the draft revised admission regulations, the Ministry of Education and Training requires that the admission scores and passing scores of the methods and subject groups must be converted to a common scale, consistent with each training program, industry, and group of industries.

According to Associate Professor Dr. Nguyen Thu Thuy, Director of the Department of Higher Education, Ministry of Education and Training, there are two ways to conduct admissions for training programs, majors or groups of majors using multiple methods and admission combinations.

The first way is to allocate separate quotas for each admission method, even for each admission subject group, from which the admission criteria are applied to calculate the candidates' scores and determine the admission scores from highest to lowest until the quota is filled.

The second way is to convert the assessment scores of the methods and subject groups to a common, unified scale for each training program, industry, and group of industries. On that basis, determine the admission scores from high to low until the quota is filled.

Ms. Thuy said that in recent years, most training institutions have chosen the first method, mainly because they want to conduct early admissions to proactively complete the enrollment plan.

However, the problem is that there is hardly any scientific or practical basis for allocating quotas between admission methods or combinations of a training program, leading to problems such as unreasonable differences in admission scores between admission methods and subject combinations.

"Therefore, this draft amendment to the regulations basically stipulates the unified application of the second method, except for direct admission and early admission of candidates with outstanding abilities and achievements," said Ms. Thuy.

When converting, schools must ensure that every candidate has the opportunity to achieve the maximum score on the general scale, and that no one exceeds this maximum score. Universities will have to study and re-regulate the addition of points for foreign language certificates and other priority points, thereby limiting abuse that causes inequality between candidates with different investment conditions for studying.

With all methods and combinations being converted to one score scale, according to Ms. Thuy, the biggest impact of this new regulation is that early admission by schools will automatically be limited.

Therefore, the revised draft also guides the determination of early admission targets to ensure that the admission scores (equivalent conversion) of early admission methods must not be lower than the admission scores of the admission round according to the general plan.

At that time, all candidates applying for a training program will be considered fairly based on a common score scale and common admission standards. The chance of admission for truly capable candidates will increase and the quality of input from schools will also increase.

Schools still have the opportunity to consider early admission to proactively compete to recruit the best candidates, while students with the best abilities still have the opportunity to be admitted early to proactively decide on the most suitable learning path.

In addition, when early admission is limited, some other problems will also be overcome. For example, schools have to spend too much time and resources on early admission (the real benefit is just a more proactive and secure mentality when there are early results).

In addition, many 12th grade students neglect their studies when they know their admission results (not only affecting their own academic results but also negatively affecting teaching and learning in class and at school).

Concerned that sudden changes in the admission regulations could make students and schools passive, Ms. Thuy said that the revised regulations are all aimed at overcoming previous shortcomings, and increasingly increasing fairness for candidates when participating in the admission process.

This does not affect the candidates' studies, because they only need to continue to improve their academic performance and personal abilities in the ways they have been preparing.

For schools, comparing admission methods, subject combinations for admission and building a conversion formula for equivalent scores is also an opportunity to review and adjust methods and subject combinations to best suit each training industry and group of industries.

"Schools will save a lot of time and effort by focusing on a common admission process that is fair, equal, transparent and convenient for everyone," according to Ms. Thuy.
