Many parents in Hanoi are familiar with the online enrollment form for primary classes such as preschool, 5-year-old class, grade 1 and grade 6. For the 2025-2026 school year, Hanoi has also officially announced the online enrollment plan for preschool, grade 1 and grade 6 from July 1 to July 9, 2025. Direct enrollment is from July 12 to July 18, 2025. Each student will be given an enrollment code. Based on the school system that has been divided and publicly announced, parents choose and register for their children on the system.

In the 2025-2026 school year, Hanoi will recruit about 95,000 new children to kindergartens and about 52,000 children to kindergartens. Along with that, it will recruit about 155,000 students to grade 1 and about 161,000 students to grade 6.
As for Ho Chi Minh City, the enrollment work for the 2025-2026 school year across the city will be completed in June, instead of August as every year. According to Mr. Nguyen Bao Quoc, Deputy Director of the Ho Chi Minh City Department of Education and Training, in the 2025-2026 school year, the enrollment work for the first level in Ho Chi Minh City will be conducted online at https://tuyensinhdaucap.hcm.edu.vn, through the student's identification code and actual residence. Information about the student's actual residence (including "relationship with the head of household" and related information) is determined through the electronic identification application (VNeID) of the student's parents or legal guardians. "Based on the city's general plan, the Department of Education and Training will consult with the People's Committees of districts, towns and Thu Duc city to build flexible enrollment areas. The basis for construction is 3 factors: Distribution of schools in the locality, the number of children of enrollment age and information on "current residence" of students from the industry database. At the same time, combine the use of the City's shared digital map system to calculate the travel distance of students, not allocating students according to ward administrative boundaries, in order to create conditions for students to study near their current residence and in accordance with the actual situation of the locality. For schools located on the border between localities, the primary enrollment steering committee of the localities needs to develop appropriate enrollment plans, creating favorable conditions for students to study near their current residence," said Mr. Quoc.
In addition, Ho Chi Minh City also has priority admission subjects, in which priority admission can be considered in order of specific cases of each area such as: Students who have completed preschool or primary school in the area; Students whose father or mother works in the area (industrial parks, agencies, organizations located in the area); Students whose "current residence" according to VNeID is in the border areas between districts, towns and Thu Duc city; Students transferring provinces; Students in specific cases of the locality... This priority goal is to facilitate parents in picking up and dropping off their children and supplement the source of students for localities with low numbers of children of admission age due to regional characteristics.

Parents do not have to submit documents verifying residence
Next school year, in the two cities of Hanoi and Ho Chi Minh City, during the enrollment registration process, the information on the VNeID level 2 electronic identification account will be considered the basis to replace traditional documents. In case the current residence information and personal data on the VNeID application have been confirmed to be correct, the Department of Education and Training and the enrollment organizing units are absolutely not allowed to ask people to submit any additional documents, proofs or additional records on residence, in order to ensure the simplification of administrative procedures according to regulations.
In cases where the current residence information and personal data on the VNeID application are confirmed to be incorrect, the units and educational institutions where the student is in their final year of study will compile a list and send it to the People's Committee of the ward/commune/town in the area.
The Ho Chi Minh City Department of Education and Training will finalize the data on children preparing to enter grade 1 and primary school students preparing to enter grade 6 in the 2025-2026 school year immediately after parents with children preparing to enter grade 1 and grade 6 check the information on the primary school admissions page https://tuyensinhdaucap.hcm.edu.vn (from April 4 to 13). After April 13, requests for changes will not be processed, except in very special cases.
As for Hanoi, Director of the Department of Education and Training Tran The Cuong said that the Department is implementing a model of Singapore in recruiting students based on GIS maps (located according to administrative boundaries). "Instead of dividing enrollment streams by area as before, depending on where you temporarily or permanently reside, and which school you are near, you have the right to register for that school," said the Director of the Department of Education and Training. However, this plan currently has limitations and evidence such as in Hoang Liet ward (Hoang Mai) with a population of 90,000, it is impossible to apply the location map because it will be overloaded. Any locality that has not yet met the requirements will still have to apply the location map, zoning, and route division"...
