Industrial transformation promotes economic growth

Implementing resolutions on socio-economic development tasks in Binh Thuan province for the period of 2021 - 2023 in the context of the world and the region having many rapid, complex and unpredictable changes. With the current situation of the province's economic development level still low, the competitiveness of the economy is still weak.

Attracting many large projects

In addition, there are still many bottlenecks, contradictions, and overlaps between policies and legal regulations. The overlapping of planning between minerals, construction, and tourism in the province has not been thoroughly resolved; the mobilization of resources, infrastructure, human resources, and internal strength of the private economic sector in the province is still problematic. However, Binh Thuan has promptly deployed mechanisms and policies to credit institutions and local people to continue to effectively implement the program of connecting with businesses.

State budget collection has been actively implemented; budget revenue sources in the province have been well managed and exploited; tax exemption and reduction policies have been promptly implemented according to regulations. The scale of state budget revenue continues to improve in the direction of increasing domestic revenue, becoming the main and stable source of revenue in the total state budget revenue. Total state budget revenue in 2023 is estimated at VND 9,500 billion (down 14.33% compared to 2022); of which: Domestic revenue is estimated at VND 8,100 billion (down 19.71% compared to 2022).

From 2021 to present, the province's industry has recorded a fairly good growth rate. The industrial production value (at 2010 comparative prices) in 2023 is estimated at 41,377 billion VND (up 5.58% compared to 2020). The internal structure of the industry has shifted in a positive direction, attracting many large-scale industrial investment projects, especially energy projects. It can be said that the energy potential has been well exploited and promoted, the electricity production and distribution industry has grown strongly, is among the most effective industries, making a great contribution to the province's economy, and is the main driving force for the province's industrial development.

Along with that, Binh Thuan has stepped up urging and accelerating the construction progress of infrastructure in industrial parks and clusters. Up to now, industrial parks in the province have attracted 88 secondary projects, the occupancy rate of built industrial parks has reached about 40%; 27 industrial clusters in the province have attracted and arranged more than 175 investment projects with a total area of ​​270.33 hectares, accounting for 35.9% of the industrial land area of ​​the clusters. On August 28, 2023, the Prime Minister approved the investment policy for the Son My 2 Industrial Park project with a total area of ​​468.35 hectares.

In 2023, the Ministry of Industry and Trade approved the investment policy of the Son My I LNG Thermal Power Plant and the Son My II LNG Thermal Power Plant project with a total capacity of 4,500 MW and a total capital of over 4 billion USD. The Provincial People's Committee has decided to approve the investment policy of the LNG Port Warehouse Project in Son My Commune, Ham Tan District with a total investment of about 1.3 billion USD to be implemented in Son My I Industrial Park, Ham Tan District. These are large-scale projects of great significance in promoting the development of the province's energy industry.

Focus on improving metrics

Along with the task of economic development, Binh Thuan continues to promote administrative reform associated with digital transformation; improve the business environment and enhance competitiveness. The administrative reform work of the province is focused on directing at all levels and sectors. The direction focuses on overcoming shortcomings and limitations, setting out tasks and solutions to improve the Administrative Reform Index (PAR Index), the Provincial Governance and Public Administration Performance Index (PAPI), the Satisfaction Index of People and Organizations with the Services of State Administrative Agencies (SIPAS) and the Provincial Competitiveness Index (PCI). Seriously evaluate the set of competitiveness indexes at the department, sector and district, town and city levels (DDCI) of Binh Thuan province. The provincial administrative procedure settlement information system has been deployed uniformly and synchronously for 18/19 specialized agencies of the province (except the Provincial Inspectorate), the Provincial Police, the Provincial Tax Department, 10/10 District People's Committees, 124/124 Commune People's Committees; providing 650 online public services. Synchronously deploying the document management and operation system of the province (all 3 levels: province, district, commune) connecting the national document sending and receiving axis. Leaders of the Provincial People's Committee, heads of departments, branches, sectors and Chairmen of the People's Committees of districts, towns and cities maintain monthly working sessions to remove difficulties and obstacles for investors and enterprises. Regularly inspect the responsibility of leaders in directing and implementing tasks assigned by the Provincial People's Committee, especially in handling work records for organizations and individuals, thereby promptly detecting and correcting limitations and shortcomings. Strengthen review and adjustment of inspection and examination plans to ensure no duplication or overlap that affects business operations.

The province has identified the focus as reforming administrative procedures according to the “one-stop” and “one-stop” mechanisms, combined with increasing the application of information technology in receiving, resolving and controlling administrative procedures. Improving the indicators of Administrative Reform, Public Administration Governance and Provincial Competitiveness announced annually, contributing to improving the investment and business environment; creating conditions to promote public services to better meet the needs of people and businesses.
