On the afternoon of June 20, the Scientific Workshop "Management and development of the UNESCO-listed ancient capital heritage city - Theoretical awareness, institutional creation and local action" continued to discuss the topic "Theoretical awareness". Comrade Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee and Comrade Tran Ngoc Chinh, Chairman of the Vietnam Urban Planning and Development Association co-chaired the topic.
At this topic, Dr. Architect Ngo Viet Nam Son presented a paper on "Strategic Orientation for Conservation, Renovation and Development of the Future Hoa Lu City". Dr. Architect Ngo Viet Nam Son said: The current challenge of Ninh Binh is how to ensure harmony between renovation, development and conservation; at the same time, he suggested 5 strategic orientations for the development of the future Hoa Lu city, which are: Implementing conservation, renovation and development projects in accordance with commitments to preserve World Heritage according to UNESCO criteria; Participating in the creative urban network according to UNESCO Creative Cities criteria; Adding technical infrastructure and social infrastructure to serve community needs and tourism development needs; Connecting and cooperating with the Red River Delta and the Northeast Coast, the North Central Region; Organizing landscape architectural planning space suitable for diverse activities to bring heritage into life.
Dr. Vu Viet Anh, Ho Chi Minh City University of Architecture, presented a discussion on the content: Ninh Binh urban morphology approaches "Landscape Urbanism". He said that the root of Landscape Urbanism is based on the argument that landscape is the essential infrastructure element to form the urban area as well as the quality of sustainable and healthy development of that urban area, instead of artificial technical infrastructure such as roads and constructions as usual. In other words, landscape will replace architecture to become the alphabet, the basic vocabulary for the construction of residential areas.
In fact, the "capital" of ancient Hoa Lu and the "town" of present-day Ninh Binh both have their structural foundations rooted in "Landscape", so Dr. Vu Viet Anh proposed a number of urban planning and design ideas that take landscape as the driving force. These are: The urban axis is parallel to the mountain, perpendicular to the river; building an open space network with agricultural land and natural green areas as the driving force for urban architecture development; inheriting the structure of residential areas along the canal, towards the wide river, the sea, or following the foothills inside, surrounding the valley; maintaining the structure of a network of small plots of land, interwoven with green spaces, limiting the structure of large plots of land, the scale of works that are too massive compared to humans; especially, encouraging the creation of new indigenous architecture, friendly to nature to create Ninh Binh urban areas with the value of the identity of the times.
Also within the framework of the second topic, managers, experts, and scientists continued to discuss in a roundtable to clarify the definition of "heritage city", analyze the conflicts in the development process, and from there, give directions to build Hoa Lu city in the future to become a unique city, creating a soft transformation city, nestled in nature, separated from the usual urban development trend.
Speaking at the discussion session, Comrade Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, respectfully thanked and accepted the opinions of scientists and experts at the Scientific Workshop "Management and development of the UNESCO-listed ancient capital heritage city - Theoretical awareness, institutional creation and local action". He emphasized that in recent times, Ninh Binh has organized many important workshops to supplement scientific arguments to clarify the outstanding and unique advantages to plan long-term strategies for Ninh Binh's development.
The opinions and proposals of scientists in the in-depth discussions helped Ninh Binh province better understand the concept of nature-based urban areas, like urban areas in harmony with the countryside, which is also the philosophy that Ninh Binh is pursuing. At the same time, the province also has a clearer view of the challenges and competitive advantages in the process of implementing the goal of building a millennium heritage city; the selection of effective approaches when implementing policies; and at the same time, more clearly defining the position and role of Ninh Binh in the national development process, thereby clearly realizing that the goal of building Hoa Lu into a Millennium Heritage City is a historical task, a responsibility to the country and the people.
