16/17 targets achieved, exceeded the plan, each field achieved positive results.
As a coastal province in the South Central Coast region, Phu Yen has an important geo-economic position, connecting localities in the South Central Coast - Central Highlands region; with 189km of coastline, Bai Goc deep-water port, located near international shipping routes, is a place where favorable conditions converge to develop dynamic industries (metallurgy; refining, petrochemicals; clean energy, ...) associated with deep-water seaports; developing marine economy, tourism, services.
Phu Yen is also a land with a rich history and cultural depth, patriotic and revolutionary traditions; the people have a strong, indomitable will, solidarity, and strive to overcome all difficulties to protect, build and develop the country.
Reporting to National Assembly Chairman Vuong Dinh Hue and the Working Delegation on the results of the implementation of tasks in 2023 and the direction and tasks in 2024, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the People's Council of Phu Yen province Cao Thi Hoa An said that, up to now, 11/15 targets set by the Resolution of the Provincial Party Congress for the 2020-2025 term have been well implemented and are likely to achieve the plan.
In 2023 alone, Phu Yen achieved and exceeded 16/17 key targets. Positive results were achieved in each field. Phu Yen's GRDP growth rate reached 9.16% (ranked 10th in the country, 3rd/14 in the Central region) ; the economic scale reached 57,207 billion VND, an increase of 29.6% compared to 2020; average income per capita reached 65.2 million VND/person, an increase of 13.4% over the same period. The material and spiritual life of the people was improved, creating a general excitement in the whole province.
Total export turnover reached more than 255 million USD, up 5.9% over the same period. Industrial production value reached more than 23,590 billion VND, up 13% compared to 2022. Agricultural production developed steadily; the national target program on new rural construction was implemented synchronously, to date, there are 64/83 new rural communes, accounting for 77%. Tourists to Phu Yen are estimated at 3.2 million, up 44%, total revenue from tourists reached 4,917.4 billion VND, up 76.2% compared to 2022. Total investment capital implemented in the province reached 24,018.4 billion VND, up 25.8% over the same period.
The socio-economic infrastructure system has received investment attention. Phu Yen has actively coordinated with ministries and branches to implement central investment projects in the province. In particular, the North-South expressway project in the East, the section passing through the province has handed over about 97.5% of the land.
The province has approved: Phu Yen Provincial Planning for the period 2021-2030, with a vision to 2050; Project to Adjust the General Planning for the Construction of the Southern Phu Yen Economic Zone to 2040. This is the legal basis and orientation for Phu Yen to attract strategic investors with dynamic projects to create breakthroughs in the coming time.
Attention has been paid to the implementation of cultural and social fields. Policies to ensure social security and social welfare have been effectively implemented. People's lives have improved; the poverty rate has decreased to 3.25%. Vocational training, job creation and labor market development have achieved positive results.
The quality and effectiveness of education at all levels have been improved; the scale of education and training has continued to expand, and the quality of schools and classes has been improved. There have been many efforts in medical work and health care for the people. National defense and security have been strengthened, political security, social order and safety have been maintained; the situation of maritime borders has been well controlled and IUU fishing has been prevented and combated.
The work of building and rectifying the Party and a clean and strong political system is carried out synchronously and drastically; the work of cadres and internal political protection is strictly implemented; the work of inspection and supervision is focused and key; the work of mass mobilization and the emulation movement " Skilled mass mobilization " for the period of 2023-2025 is strengthened. Directing, thoroughly implementing, seriously and effectively organizing the vote of confidence according to Regulation No. 96-QD/TW dated February 2, 2023 of the Politburo and Resolution 96/2023/QH15 of the National Assembly.
The activities of the National Assembly Delegation and the Provincial People's Council have many innovations, are practical and effective; promote the spirit of initiative in supervision activities towards innovation, improvement, and are increasingly methodical and professional.
In addition to the achieved results, Phu Yen province also frankly pointed out some difficulties and problems such as: the scale of the economy is still small; budget collection still has many difficulties, has not reached the target, the structure of revenue sources is not stable; has not attracted large-scale projects, creating motivation to promote economic development; compensation and site clearance work still has many problems...
Focus on solving bottlenecks, promoting economic growth
Regarding the key tasks in 2024, Phu Yen province identifies the following key tasks:
Thoroughly grasp and concretize the implementation of Conclusion No. 64-KL/TW dated October 18, 2023 of the Central Committee, Resolution No. 103/2023/QH15 of the National Assembly and the Government's directions on policies, goals, solutions for socio-economic development, and budget estimates for 2024; manage the economy according to the scenarios issued monthly and quarterly, to strive to complete the set plan.
Focus on solving bottlenecks, removing difficulties for production and business, promoting economic growth; at the same time, resolutely implementing measures to promote administrative reform, enhance competitiveness, and improve the investment and business environment. Build tourism products and services with potential and competitive advantages. Guide and mobilize farmers to replicate intensive crop cultivation models applying advanced science and technology, and linking chains in agricultural, forestry and fishery production.
Implement well the planning and planning management work. Organize the development and implementation of the Plan to effectively implement approved plans. Successfully organize the Conference to announce the Provincial Planning and Investment Promotion of Phu Yen in 2024, widely announce the orientations and development breakthroughs of the province, create a push in the work of promoting strategic investors to approach, research and propose investment projects in the province, especially investors who are researching and proposing investment in potential areas with advantages of the province such as Hoa Tam Industrial Park, Bai Goc Port, O Loan Lagoon area, Xuan Dai Bay, Van Hoa Plateau, etc.
Focus on directing and effectively operating the 2023 Public Investment Plan and the 2021-2025 Medium-term Public Investment Plan in line with the province's resources. Prioritize investment resources to complete important infrastructure projects connecting and expanding urban development space and tourism services to effectively promote the expressway route through the province, such as Nguyen Huu Tho route connecting to the city center and the coastal road of the province.
Focus on implementing key projects, especially key national projects such as the North-South Expressway project in the East, the section through Phu Yen province, according to the general schedule; do not let it be delayed, affecting the progress of the whole country. Focus on training and developing human resources, attracting talents, promoting innovation, creativity, research, and application of science and technology, considering this as a breakthrough driving force. Develop regimes and policies to treat and attract human resources, especially high-quality human resources to work in Phu Yen when the province attracts key projects...
At the meeting, Phu Yen province also made a number of proposals and recommendations to create conditions for the province to exploit and promote its potential strengths, gradually become self-sufficient in the state budget, and successfully implement the set development goals.
In particular, Phu Yen proposed to consider continuing to add the project list from Ong Cop Temple to the North of An Hai Bridge, Tuy An District with a length of about 3.8 km from the Central budget supporting about 2,200 billion VND to the Medium-term Public Investment Plan for the period 2021-2025 for investment completion. Consider adding the list of routes connecting the expressway in Phu Yen province to the Central's Medium-term Public Investment Plan for the period 2021-2025 for implementation.
Phu Yen also proposed to include the Phu Yen - Dak Lak expressway investment project in the Central Government's 2026-2030 short-term public investment plan for implementation. Add the list of projects to prevent and combat riverbank and coastal erosion in dangerous landslide areas according to the Master Plan for preventing and combating riverbank and coastal erosion until 2030 in the province to the Central Government's medium-term public investment plan for the 2026-2030 period to have the basis and resources to organize implementation.
Allowing Nam Phu Yen Economic Zone to enjoy some preferential policies like Van Phong Economic Zone enjoys according to Resolution No. 55/2022/QH15 dated June 16, 2022 of the National Assembly such as piloting some specific mechanisms and policies for the development of Khanh Hoa province.
Consider issuing a mechanism to support provinces in resolving some projects that still have errors ( projects from previous stages ), which do not comply with the provisions of the law on investment and land, and in the process of implementing some projects, some problems have arisen but have not been clearly defined in legal documents at present, especially the mechanism to handle existing problems of some projects such as: BOT, BT projects, bidding projects, selecting investors to approve investment policies...
+ Previously, right after arriving in Phu Yen, National Assembly Chairman Vuong Dinh Hue and the working delegation directly inspected the anti-erosion embankment project along the Xom Ro coast.
With a length of nearly 1km and an investment capital of 150 billion VND, the project is expected to be completed in August this year. When put into operation, the project will protect the infrastructure of Hung Vuong Street and the area east of Tuy Hoa airport from sea waves and high tides.
