Reporter: The Vietnamese National Assembly has a lot of experience in organizing regional and international inter-parliamentary diplomatic and diplomatic events. With the hosting of the 9th Global Young Parliamentarians' Conference, how does the Chairman assess the position and role of the Vietnamese National Assembly in international multilateral forums and parliaments?
Chairman of the Foreign Affairs Committee Vu Hai Ha: The 13th National Party Congress determined to implement a modern and comprehensive foreign policy based on three pillars: Party diplomacy, State diplomacy and people-to-people diplomacy.
Parliamentary diplomacy is both a state diplomacy channel and a people's diplomacy channel. Over the past time, this work has been comprehensively implemented, demonstrating the image of a renewed, dynamic and active Vietnamese National Assembly; effectively contributing to the implementation of the foreign policy of independence, self-reliance, peace, friendship, diversification and multilateralization of relations; ensuring national and ethnic interests, while contributing to enhancing the image and position of Vietnam in the international arena. In addition, we have also learned from the experience of international friends in perfecting institutions and building a legal system; and at the same time, seeking the support and solidarity of international friends in building and developing the country.
Implementing the foreign policy of the Party and State, our National Assembly has actively and proactively participated in bilateral and multilateral foreign affairs activities. Vietnam has been a member of the Inter-Parliamentary Union since 1979, a member of the Inter-Parliamentary Assembly of the Association of Southeast Asian Nations (AIPA) since 1995, a founding member of the Asia-Pacific Parliamentary Forum (APPF), a member of the Asia-Europe Parliamentary Partnership (ASEP) and many regional inter-parliamentary organizations.
Implementing Directive 25-CT/TW of the Secretariat on promoting and elevating multilateral diplomacy to 2030, the National Assembly has been very active and proactive in participating in forums, demonstrating an active, proactive and responsible role in contributing, building and forming the "rules of the game" of these forums. In particular, for important forums such as: IPU, AIPA, APPF..., we have made very positive contributions in terms of content, making positive contributions to the development, maintaining peace and stability in the region as well as promoting cooperation and deep economic integration of the country over the past time.

Typically, Vietnam successfully organized the 132nd Inter-Parliamentary Union Assembly (IPU-132) in 2015, which was highly appreciated by international friends, as a very important step contributing to the process of building the United Nations 2030 Agenda for Sustainable Development. Currently, countries still refer to the Hanoi Declaration as a model for parliaments to continue implementing the goals of this Declaration.
We have proactively participated in all IPU activities, organized important conferences, and contributed to the goals that national parliaments strive to achieve together through their functions such as legislation, supervision, and budget decisions to achieve sustainable development goals.
For AIPA, we have contributed initiatives and contents to the adopted resolutions to maintain peace, stability, security, safety, freedom of navigation and aviation in the East Sea, cooperation and effective exploitation of Mekong River water resources... In terms of economy, we have contributed contents on green transformation, digital transformation, equitable energy transformation; ensuring employment, fairness, social security...
Along with that, Vietnam is a member of many international mechanisms such as the United Nations Security Council, the United Nations Human Rights Council. Regarding the National Assembly, we have assumed the role of IPU Executive Committee Member, IPU Vice President for the 2010-2011 term, AIPA President 2020... The National Assembly has actively and proactively contributed to global agendas, not only socio-economic but also non-traditional security challenges such as maritime security, aviation, food security, energy security...
By hosting the 9th Global Conference of Young Parliamentarians, Vietnam continues to demonstrate our role and responsibility towards the world community; promoting the role of young parliamentarians and young people in solving global challenges, contributing to the implementation of the United Nations 2030 Agenda for Sustainable Development.
The conference is a continuation of the previous proactive and positive activities of the Vietnamese National Assembly to solve global issues through the trend of digital transformation and innovation to make progress in keeping up with the goals set in the current development stage of Vietnam as well as in the world.

Reporter: Could you share more about the meaning of the theme of the 9th Global Conference of Young Parliamentarians?
Chairman of the Foreign Affairs Committee Vu Hai Ha: For the 9th Global Conference of Young Parliamentarians, we chose the theme: "The role of youth in promoting the implementation of the Sustainable Development Goals through digital transformation and innovation".
With the complicated and unpredictable developments of the current world situation, the impact of the COVID-19 pandemic..., the implementation of sustainable development goals is behind schedule. According to the United Nations' assessment, only 12% of sustainable development goals are being implemented in the right direction. With such a situation, countries are currently tending to promote socio-economic development and sustainable development through digital transformation, innovation, green transformation, and circular economy.
The fact that the Vietnamese National Assembly has proposed this topical topic has been highly appreciated by international friends. Our goal is to promote the contribution of young people to the United Nations agenda and through current development trends in the world such as digital transformation and innovation. Another special feature is that we bring cultural and human issues into sustainable development. Therefore, the three topics of this Conference revolve around the topics of digital transformation, entrepreneurship and innovation, cultural values and people in sustainable development. We hope to contribute to global discussions on the direction to best implement sustainable development goals in the coming time.
Reporter: What are your expectations for the results of this Conference?
Chairman of the Foreign Affairs Committee Vu Hai Ha: With the participation of many young parliamentarians from around the world, we hope that, from our perspective, young parliamentarians will make contributions through the activities and functions of the National Assembly/Parliament, which are to legislate, build institutions, supervise, and decide on important issues, specifically the allocation of resources and budget.
Through key topics related to digital transformation, innovation and entrepreneurship, cultural and human values in sustainable development, it will contribute to promoting socio-economic development in each country, each nation. Thereby, implementing the United Nations' sustainable development goals.
