Speaking at the discussion session, delegates highly appreciated the efforts and determination of the Government, ministries, branches in the internal affairs sector and localities in carrying out the work of receiving citizens, resolving complaints and denunciations in 2023. The achieved results have greatly contributed to maintaining political stability, order and social security, strengthening people's trust, and contributing to the successful implementation of socio-economic development tasks.

To contribute to improving the effectiveness of citizen reception, petition handling and complaint and denunciation settlement in the coming time, delegate Dieu Huynh Sang (Binh Phuoc) proposed that the Government review and supplement solutions to remove difficulties and obstacles, overcome shortcomings and limitations to improve the quality and effectiveness of citizen reception, complaint and denunciation settlement; focus on directing and having specific solutions and roadmaps to thoroughly handle complicated and long-standing complaints and denunciations, minimizing the emergence of new cases that affect social order and safety, in which it is necessary to clarify key, key and breakthrough solutions.

At the same time, delegate Dieu Huynh Sang emphasized that it is necessary to immediately implement fundamental, long-term solutions, focusing on solutions to perfect legal institutions, propaganda, education, and dissemination of laws, while also strictly handling acts of taking advantage of the right to complain and denounce to engage in illegal activities.

In addition, delegates said that it is necessary to increase investment, upgrade and complete the national database on citizen reception. The settlement of complaints and denunciations must ensure connectivity from the central to the grassroots level and there must be connections between Party, National Assembly, Government, Fatherland Front and mass organizations for statistics, monitoring and processing, meeting the requirements of promoting the application of information technology in state management of citizen reception, settlement of complaints and denunciations and public disclosure of handled cases.

Contributing opinions at the discussion session, delegate Cam Thi Man (Thanh Hoa) emphasized that 2024 is the peak year for the implementation of the arrangement of administrative units at the district and commune levels; is the pivotal year for preparing for the Party Congresses at all levels for the 2025-2030 term; socio-economic, land, and policy issues may give rise to complaints and denunciations. Therefore, the delegate suggested that the Government, ministries, branches in the internal affairs sector and localities continue to identify the work of receiving citizens, resolving complaints and denunciations as the top priority tasks, proactively grasp the situation, focus on promptly handling and resolving complaints and denunciations as soon as they arise, not allowing hot spots to occur, causing complications in political security and social order.

“It is necessary to promote the sense of responsibility of heads of state management agencies in receiving citizens, handling complaints and denunciations of citizens, especially the responsibility of inspection agencies at all levels in state management of receiving citizens, handling complaints and denunciations,” said delegate Cam Thi Man.

At the same time, the Thanh Hoa provincial delegate suggested that there should be proactive solutions to grasp the situation of complaints and denunciations in localities, especially in localities where there are or are likely to be large-scale, complicated incidents, in order to proactively urge and coordinate to resolve them. Party committees and local authorities should strengthen the dissemination, propaganda and education of the law to all people so that each person fully understands the provisions of the law, especially policies and laws related to the rights and obligations of citizens in complaints and denunciations.

Thanking the National Assembly and National Assembly deputies for appreciating the efforts and endeavors of the Government, the Prime Minister, all levels and sectors in the work of receiving citizens and resolving complaints and denunciations in 2023, Government Inspector General Doan Hong Phong said that with the participation of the entire political system, the work of receiving citizens and resolving complaints and denunciations in 2023 continued to be innovative, positive and resolved promptly in accordance with the provisions of law. The direction and coordination between agencies is increasingly closer and more effective.

Regarding the work of propaganda, dissemination and legal education on citizen reception, complaint and denunciation settlement, the Government Inspector General said that in the past, this work has been carried out in many diverse, rich and creative forms, suitable for each region and each subject, promoting the application of information technology to convey propaganda content. However, the effectiveness of this work is still limited. In the coming time, the Government Inspectorate will advise the Government and the Prime Minister to direct the strengthening of propaganda, dissemination and legal education in general and the strengthening of propaganda, dissemination and legal education on citizen reception, complaint and denunciation settlement in particular.

Regarding the work of receiving citizens and handling petitions, according to Government Inspector General Doan Hong Phong, the number of petitions in 2023 increased sharply; the rate of petitions eligible for processing decreased as they increased; there were still many shortcomings in transferring and handling petitions.

In response to the review opinions and opinions of National Assembly deputies, in the coming time, the Government Inspectorate together with ministries, branches and localities will continue to advise the Government and the Prime Minister to strengthen propaganda, dissemination and education of laws on receiving citizens, handling complaints and denunciations; research and invest in upgrading and perfecting the national database on complaints and denunciations, clearly defining types of petitions according to the handling authority to limit duplication...
