According to the authorities, cyber attacks are easy to carry out, constantly changing in form with increasingly sophisticated tricks. Meanwhile, the ability to identify signs and fraudulent behaviors of people, especially the elderly, children, students, and workers, is very limited, lacking skills on social networks; a part of the people have a greedy mentality, and a limited awareness of protecting their assets and personal information... Some authorities and localities are not determined in directing the prevention and handling of fraudulent activities; propaganda and dissemination of methods, tricks, and consequences of fraudulent crimes of property appropriation are not very effective; coordination is not synchronous and timely.
To proactively respond early and remotely to this form of fraud, the Provincial People's Committee issued Plan No. 170/KH-UBND dated December 31, 2024 on strengthening the prevention and handling of high-tech fraud activities on cyberspace. According to the Plan, functional sectors and localities focus on implementing 3 tasks: promoting propaganda to improve legal knowledge and skills to recognize fraud, measures to ensure personal information security; strengthening the leadership of Party committees and authorities at all levels, enhancing the responsibility and participation of sectors, levels, socio-political organizations of agencies, units and localities; proactively taking measures to prevent, detect, stop, fight and strongly suppress fraudulent activities on cyberspace.
In order to carry out the assigned tasks, the Department of Science and Technology (DOST) has compiled and published 20,000 leaflets "Identifying and preventing fraud on the Internet and telephone environment" and distributed them to agencies, businesses and people in the province. Strengthening propaganda work, raising awareness of cadres, party members, civil servants, public employees, agencies, units and people about the behaviors, methods and tricks of cyber criminals and basic skills to ensure personal information security in various forms such as integrating into digital transformation conferences of sectors and localities; posting on the Provincial Electronic Information Portal, the Provincial Digital Transformation page and the Department's Youtube and Facebook channels. Organizing and launching over 300 organizations and individuals to respond to the propaganda of videos on identifying and preventing online fraud on social networking sites... attracting nearly 400,000 views and shares. The Department has chaired and coordinated with the People's Committees of districts and cities of Nam Dinh, the Farmers' Association, the Veterans' Association, etc. to organize 70 digital skills training conferences for people, including disseminating knowledge about network information security and preventing online fraud for people in rural areas, attracting about 15,000 people to participate. Along with propaganda work, the Department has requested telecommunications service providers in the province to standardize mobile subscriber information; support propaganda, warn people about methods and tricks of high-tech criminals through the SMS messaging system of network operators, especially before, during and after the Lunar New Year 2025.
Together with the Department of Science and Technology, the Provincial Police Department has strengthened professional measures in the prevention and handling of violations related to fraudulent activities to appropriate assets on cyberspace. Actively coordinate with local authorities to replicate the model of "Firmly grasp, strictly manage, and prevent violations of the law on cyberspace" to help people grasp regulations on management and use of a safe and civilized network environment; understand and identify criminal acts and violations of the law on cyberspace; proactively prevent and effectively combat them; and have skills to use the network safely. At the same time, strictly manage the process of managing, using, and securing the data systems of agencies and organizations; posting and providing information and services on websites; remind and manage cadres, employees, and students to comply with regulations on safe network use. In all villages and residential groups, a "Zalo security" group has been established, managed and operated by the police force. This is an information channel for the police force to disseminate and warn about the methods and tricks of criminals using cyberspace and high technology to violate national security, social order and safety; receive information reflecting the security and order situation, as a basis for detecting and preventing criminal activities and law violations on cyberspace.
Close coordination between functional sectors, local authorities, businesses and people is a key factor in creating a solid position in the fight against cybercrime, contributing to ensuring network safety and security to create digital trust for people to promote digital transformation development.
