65 billion road project construction is slow

On the morning of July 11, the 26th session of the 8th term Quang Tri Provincial People's Council continued its second working day, including questions and answers in the hall.

At this working session, Mr. Tran Viet Dung, the delegation of the People's Council of Quang Tri province in Trieu Phong district, questioned the Director of the Quang Tri Province Construction Investment Project Management Board (project investor) about this sluggish construction of the 65 billion VND road project.

According to delegate Tran Viet Dung, Hung Vuong Street connecting the East-West Economic Corridor and the Southeast Quang Tri Economic Zone, the section passing through Trieu Phong district, has been handed over to the construction unit but the construction is sluggish and too slow.

"The district has handed over the site to the construction unit since 2022, but up to now, the route has only been weathered, some excavated sections of the road have not continued construction, greatly affecting travel, limiting the socio-economic development of the locality.

The project has been handed over for a long time, but if we leave it like that, it will be very difficult to propagate and mobilize people for other projects," said Mr. Tran Viet Dung.

Explaining to delegate Tran Viet Dung at the question-and-answer session, Mr. Nguyen Thanh Binh, Director of the Quang Tri Provincial Investment and Construction Project Management Board, said that the Hung Vuong road project connecting the East-West economic corridor and the Southeast Quang Tri Economic Zone, part of the Basic Infrastructure Project for Comprehensive Development of Quang Tri Province (BIIG2 Quang Tri), was approved by the Provincial People's Committee for its feasibility study report in December 2017, and approved the construction drawing design and estimate in August 2020.

The project has a total investment of 93.9 billion VND, of which the construction and installation component of this project is nearly 65 billion VND from ADB capital, implemented by the consortium of HPP Asia Construction Group Joint Stock Company and Dong Do Group Joint Stock Company, with an implementation period of 22 months from the commencement date.

Notably, the project started in 2021, but to date the contractor has not yet completed the roadbed, and Khe Su bridge - the only bridge on the current route - has not yet completed the bored piles.

According to Mr. Nguyen Thanh Binh, for the Hung Vuong road section, the site was previously eligible for construction, but during the implementation process, the loan agreement expired and was extended until May 14, 2024. Currently, the construction package has been approved by the Provincial People's Committee to extend the implementation period, the Project Management Board has completed the signing of the Appendix to adjust the contract implementation period as a basis for implementation, and the contractor is currently constructing Khe Su bridge.

"During the project implementation, due to the impact of the Covid-19 pandemic, lack of fill soil, high fluctuations in material prices, financial difficulties of the contractor as well as site clearance, progress was delayed," said Mr. Binh.

Committed to completing the project by September 2025

The Hung Vuong road project connecting the East-West economic corridor and the Southeast Quang Tri Economic Zone in Trieu Phong district has a total length of nearly 4.2km, including 2 sections.

According to Mr. Nguyen Thanh Binh, up to now, the Hung Vuong route has handed over 2.151km/2.151km of land, still stuck with 1 grave, 1 household electricity pole, 5 telecommunication electricity poles and 1 household at the beginning of the route (intersection between Bao Dai - Hung Vuong route). On this route, the contractor has built about 1.47/2.15km of roadbed soil, constructed 33/40 bored piles of Khe Su bridge.

For the Bao Dai route, the locality has handed over 0.45km/2.043km of land, but the land has not been handed over continuously so construction has not yet begun.

The Director of the Quang Tri Provincial Construction Investment Project Management Board also said that the contractor is currently actively implementing the construction of bored piles for Khe Su Bridge and is committed to overcoming financial difficulties and implementing the project simultaneously from July 20, 2024.

"According to the contractor's commitment, construction will be started simultaneously on July 20, 2024. In the latest contract negotiation between the Board and the contractor, there will be a commitment that if the contractor continues to delay the progress, the Board will base on the signed contract to report to the Provincial People's Committee to request a policy to stop and select another contractor to meet the requirements to complete this project according to the commitment of September 30, 2025," said Mr. Binh.

Bao Dai Street is still a bumpy dirt road, with many sections of the road surface having formed "potholes".

Mr. Nguyen Chien Thang, Permanent Vice Chairman of the People's Council of Quang Tri province, emphasized that Hung Vuong road (extended) is an extremely important route for Quang Tri province, connecting Dong Ha city with Trieu Phong district and the early completion of this project for use is not only the desire of the people of Trieu Phong district but also the desire of the people of many localities in the province.

The People's Council of Quang Tri province also assigned the Economic - Budget Committee of the Provincial People's Council to supervise the organization and completion of this project by the end of September 2025 as promised by the Director of the Provincial Construction Investment Project Management Board at the meeting.
