Grassroots information system joins the campaign to shut down 2G waves

Mr. Do Thai Hoa said that in Ha Giang, the shutdown of 2G waves is still being implemented in accordance with the policy and roadmap of the Ministry of Information and Communications. Initially, localities and network operators also carried out propaganda for people in villages and markets, but people did not understand 2G and 4G technology, so they were not interested. Communicating about the shutdown of 2G waves so that ethnic minorities could understand is a difficult problem. Another reason is that many people using 2G "brick" phones are often elderly people with difficult economic conditions, so they cannot switch to 4G phones.

Therefore, network operators have had to create many visual propaganda methods to demonstrate to people, but not everyone has access. In addition, network operators have implemented a program to give 4G phones to people to speed up the process of turning off 2G waves.

“We have taken advantage of all communication channels, grassroots information systems, especially the smart loudspeaker system. Communication content on 2G shutdown was compiled in many ethnic languages ​​and broadcast to each village to suit the areas where ethnic people live, with different time frames depending on the people's lifestyle and work. In implementing 2G shutdown, the grassroots information system has been effective in communicating directly and simultaneously to each village according to a large campaign. Even during the recent storm No. 3, the grassroots information system helped people minimize damage, even helping some villages prevent dangerous flash floods,” said Mr. Hoa.

Sharing about this issue, representatives of Viettel Ha Giang and VNPT Ha Giang said that with the strong participation of the grassroots information system, the propaganda to the people has been going well, helping the policy of turning off 2G waves to be effectively implemented. In addition, support policies on packages and giving 4G devices to customers are also being implemented. Therefore, turning off 2G waves will ensure the schedule set by the Ministry of Information and Communications on October 15, 2024.

Broadcasting via portable speakers to every rock canyon

Mr. Do Thai Hoa said that Ha Giang currently has 2,071 villages and over 60% of the villages have invested in smart speaker systems. Ha Giang deploys this smart speaker system under the target program for extremely disadvantaged communes. Therefore, many villages and residential groups in cities and towns have not yet invested in this system. In the near future, the Department of Information and Communications of Ha Giang will advise the province to deploy it simultaneously with additional funding to have a synchronous and unified smart speaker system.

In addition to the smart speaker system, Ha Giang has also built information channels on social networking platforms such as Zalo and Facebook. Neighborhood groups and villages all have Zalo groups to access information. This is a very effective information channel to convey information, policies and instructions of the government to the people.

Previously, it was very difficult to deliver a document from the province, district, or commune to the people. The document management system was only deployed to the commune level and had not yet reached the people. Every time a document was received, the commune cadres had to print it out and call the villages to pick it up or travel nearly ten kilometers through the forest to deliver it to the people, which was very time-consuming and untimely. There were even many cases where cadres brought the document down but the village chief or secretary was away working in the fields.

However, with social networking systems like Zalo connecting with village party cell secretaries and village chiefs, just taking a photo and sending it via Zalo is very quick and convenient. Then, the village party cell secretaries and village chiefs also send it to the Zalo group for the people, helping them access directive documents quickly and easily.

“Thanks to technology, the grassroots information system has changed a lot, providing good support for grassroots information officers. This has proven that technology has changed the way of working and accessing information, helping remote areas to connect faster and easier. People with smartphones can access information via Zalo, those without TVs or smartphones will access it via smart radio channels. In large communication campaigns, we use mobile speakers carried on motorbikes running throughout the village. Even when people go to work in the fields from early morning until late at night, the village is left with only the elderly and children, so the grassroots information officers have to ride motorbikes to the fields, sneak into every rocky alley, play music and propagate for the people to listen. The communication programs are built to be intuitive, easy to understand and practical to the people's lives. Due to the characteristics of Ha Giang as a mountainous province with many difficulties, we have built a diverse and effective grassroots information channel, reaching everyone. people," said Mr. Hoa.

Sharing with VietNamNet reporter, Mr. Do Thai Hoa was concerned about the policies for those working in grassroots information work, how to motivate these cadres to be dedicated to their work. Each commune currently has one cadre doing cultural work, some places also do social work for war invalids and grassroots information work, so it will be very difficult. Therefore, without support mechanisms and policies, it will be difficult to ensure that cadres do their work more responsibly and enthusiastically.
