In order to strengthen trade promotion activities, effectively implement programs and projects on domestic market development; promptly implement solutions to stimulate consumption and promote domestic trade; strive to increase the total retail sales of goods and consumer service revenue by about 9% compared to 2023; Striving to successfully and comprehensively implement the 2024 Socio-Economic Development Plan, creating favorable momentum to strive to achieve the highest targets of the 2021-2025 Socio-Economic Development Plan under the direction of the Government in Resolution No. 01/NQ-CP dated January 5, 2024, the Ministry of Industry and Trade issued Decision No. 2245/QD-BCT dated August 21, 2024 on organizing the Program "National Concentrated Promotion 2024 - Vietnam Grand Sale 2024" (hereinafter referred to as the Program) from December 2, 2024 to December 31, 2024.
Speaking at the opening of the Program, Deputy Minister of Industry and Trade Nguyen Sinh Nhat Tan said that recently, our country's trade, services and tourism have had positive recoveries; total retail sales of goods and consumer service revenue in October are estimated at VND 545.7 trillion, up 7.1% over the same period last year. In the first ten months of 2024, total retail sales of goods and consumer service revenue at current prices are estimated at VND 5,246.2 trillion, up 8.5% over the same period last year. In October this year, the whole country had 14.2 thousand newly established enterprises, up 26.5% over the previous month; total import and export turnover of goods is estimated at 69.19 billion USD, up 5.1% over the previous month and up 11.8% over the same period last year.
However, the world situation continues to be complicated, military conflicts escalate in some areas; the global economy recovers slowly and unevenly in countries and regions. Domestically, the macro economy continues to be stable, inflation is controlled, growth is promoted, major balances of the economy are ensured but still face many difficulties and challenges, especially the severe damage caused by natural disasters and floods in many localities.
Deputy Minister Nguyen Sinh Nhat Tan expressed his belief that with the support of localities, industry associations, businesses, especially from tens of millions of Vietnamese consumers, the 2024 National Concentrated Promotion Program will be one of the important and practical contents in implementing the key tasks and solutions set forth by the Ministry of Industry and Trade, helping to maximize the recovery of the domestic market to increase total retail sales of goods and consumer service revenue in the year-end period, contributing to maintaining high economic growth.
The "National Concentrated Promotion 2024" program is organized simultaneously nationwide by the Department of Trade Promotion as the focal point, in coordination with relevant units of the Ministry of Industry and Trade; Departments of Industry and Trade of provinces and centrally run cities; associations, industries; relevant enterprises and organizations to carry out activities to launch, guide and support enterprises in implementing promotional programs combining traditional trade and e-commerce to help create a spillover effect and attract the participation of production and business enterprises in all fields. All enterprises have the right to respond to and participate in the "National Concentrated Promotion 2024" program by proactively implementing many promotional activities with diverse and attractive content aimed at customers and consumers; proactively deciding to apply the maximum promotional limit (up to 100%). In addition, businesses must also carry out promotional activities legally, honestly, publicly, transparently and ensure the legitimate rights and interests of consumers; ensure the quality of goods and services according to current regulations.
According to the provisions of Clause 4 and Point b Clause 5 Article 6 of Decree No. 81/2018/ND-CP "In cases of organizing concentrated promotional programs (Lunar New Year period: 30 days before the first day of the Lunar New Year), the maximum limit on the value of goods and services used for promotion is 100%". Thus, according to the above Decision and regulations, traders are allowed to conduct promotions up to the limit of 100% from December 2, 2024 to January 31, 2025.
Implementing the Government's direction on perfecting mechanisms, policies and legal regulations, including the requirement to review, reduce and simplify administrative procedures and business regulations to facilitate and reduce compliance costs for people and businesses. After four (04) years of implementing the National Concentrated Promotion Program, the Ministry of Industry and Trade has proactively reviewed and submitted to the Government for promulgation Decree No. 128/2024/ND-CP amending and supplementing a number of articles of Decree No. 81/2018/ND-CP dated May 22, 2018 detailing the Law on Commerce on trade promotion activities (the Decree takes effect from December 1, 2024). The new Decree has reduced and simplified all 10 administrative procedures on promotions and exhibitions, including 5/7 forms of promotions that do not require administrative procedures to notify the implementation of promotions (for example, promotional activities such as discounts, gifts, etc. will not require administrative procedures). Thus, it is expected that hundreds of thousands of administrative procedures on promotions will be abolished and not have to be performed annually, helping to reduce by more than 90% of administrative procedure compliance costs for traders and reduce 90% of the number of administrative procedure submissions on promotions annually.
Continuing the results achieved in previous years, along with the promotional activities, trade promotion, demand stimulation, development and strengthening of supply chain links of goods deployed by the Ministry of Industry and Trade in the recent past, along with new legal policies on trade promotion, the Program "National Concentrated Promotion 2024 - Vietnam Grand Sale 2024" is expected to have breakthrough results compared to previous years, helping to increase retail sales of goods and service revenue, contributing to the strong growth of Vietnam's economy in 2024.
Also at the ceremony, Deputy Director of the Trade Promotion Agency Le Hoang Tai said that after 4 consecutive years of implementation (from 2020 to present), the National Concentrated Promotion Program has shown many positive results, attracting the attention and strong response of the business community and consumers across the country. The 2023 national concentrated promotion program has attracted nearly 75,000 promotional programs implemented by businesses, contributing to bringing the total retail sales of goods and consumer service revenue in December 2023 to about VND 565.8 trillion, up 2.6% over the previous month. November 2023 and up 9.3% over the same period in 2022. These results have contributed significantly to the successful implementation of the tasks assigned by the Ministry of Industry and Trade by the Government in the Government's Resolutions on stimulating domestic consumption, stimulating consumption of Vietnamese goods, promoting production, circulation and consumption of goods.
For this year's Program, with early planning and strong response from businesses, the Program is expected to achieve more results than previous years, contributing to the development of the economy.
