
Complete the arrangement of administrative units at district and commune levels by the third quarter of 2024.
Emphasizing that 2024 is a year of acceleration and breakthrough, of special significance in successfully implementing the 5-year Socio-Economic Development Plan 2021-2025, Resolution 01/NQ-CP sets out 12 main groups of tasks and solutions that need to be focused on.
In the ninth group of tasks, the Government requires continuing to perfect and build a streamlined apparatus that operates effectively and efficiently; further promoting the work of preventing and combating corruption, negativity, waste, and group interests; tightening administrative discipline and order.
Accordingly, the Government directed the drastic implementation of the organization and internal apparatus arrangement of agencies and units towards streamlining, effective and efficient operations.
Complete the arrangement of administrative units at district and commune levels in the third quarter of 2024 to focus on Party congresses at all levels, especially at the commune level, in early 2025.
Synchronously implement salary reform; complete job position creation before March 31, 2024
Synchronously, comprehensively and effectively deploy and implement salary policy reform according to Resolution No. 27-NQ/TW dated May 21, 2018 of the Central Executive Committee on salary policy reform for cadres, civil servants, public employees, armed forces and employees in enterprises.
Complete the construction of job positions for cadres, civil servants and public employees in the state administrative system before March 31, 2024; at the same time, clearly define the responsibilities of each ministry, branch, locality and head as a basis for implementing salary policy reform from July 1, 2024.
Continue to effectively implement the overall administrative reform program, focusing on institutional reform, reform of the apparatus, civil servants, public services and administrative procedures; focus on building e-Government towards digital Government, promoting national digital transformation.
Promote the development of online public service delivery systems to serve people and businesses.
Synchronously implement policies and laws on preventing and combating corruption and negativity. Increase publicity and transparency in inspection activities.
According to Appendix IV, a number of specific tasks for sectors and fields in 2024 (attached to Resolution No. 01/NQ-CP), the Government assigned the Ministry of Home Affairs to preside over the implementation, and by May 2024, must complete the Decree regulating the new salary regime for cadres, civil servants, public employees and armed forces.
