When is a car warned of a fine on the vehicle inspection software?

Circular 15/2022 of the Ministry of Public Security stipulates that after 20 days (calculated according to regular days, not working days) from the date the police agency sends a notice of fine, if the violator does not come to resolve the issue, the vehicle will be entered into the vehicle inspection warning software of the Vietnam Register.

Vehicle owners who have not paid administrative fines within 20 days of the authorities sending the notice will be warned on the vehicle inspection software (illustrative photo).

Accordingly, the Traffic Police Department (Ministry of Public Security) will share data on vehicles that have not yet resolved fines according to regulations with the Vietnam Register (Ministry of Transport) so that the Vietnam Register can issue warnings on the inspection management program.

This is to implement the coordination regulations between the Ministry of Public Security and the Ministry of Transport in ensuring order and safety of road traffic according to the provisions of the Law on Road Traffic.

The Ministry of Transport also issued Circular 16/2021 (amended and supplemented by Circular 30/2024) regulating the inspection of technical safety and environmental protection of road motor vehicles, which stipulates: Vehicles that violate traffic laws and are overdue for paying fines will be warned on the inspection system and the inspection center has not yet inspected this vehicle.

Therefore, when there is a notice from the authorities about a traffic violation, the vehicle owner needs to handle it promptly to avoid being warned on the inspection management software.

In case of worrying about the administrative violation notice being lost or not received, to avoid being rejected when taking the vehicle for inspection, the vehicle owner needs to proactively look up inspection warning data due to late fines on the lookup software of the Vietnam Register.

From there, promptly detect and handle before taking the vehicle for inspection, avoiding wasting time and possibly being fined if the vehicle is overdue for inspection but still participates in traffic on the road.

Recommend channel to look up warning of fines promptly

To look up warnings of fines before taking their vehicles for inspection, the leader of a vehicle inspection center in Hanoi recommends that people look up the website of the Vietnam Register.

The reason is that many cases of vehicle violations have been posted on the website of the Traffic Police Department, but within 20 days of the notification of the violation, the police agency has not yet notified the Vietnam Registry to warn the vehicle inspection, and the vehicle owner is still allowed to have the vehicle inspected normally.

In addition, there are cases where vehicle owners' violations are not handled by the traffic police but by local public order police. The local police then directly send a notice of violation to the local inspection unit to issue a warning for inspection. At this time, vehicle owners who look up data on the website of the Traffic Police Department will not find any results, but when they look up data on the Vietnam Register, they will see that they have been warned for inspection.

To check the car fine warning on the website of the Vietnam Register, the car owner performs the following steps:

Step 1: Go to the website of the Vietnam Register at www.vr.org.vn, then go to the Motor Vehicles section for vehicle owners in the Data Lookup section on the right side of the screen http://app.vr.org.vn/ptpublic/;

Step 2: Enter complete information including vehicle license plate number and vehicle inspection certificate code to perform the lookup.

For 5-digit license plates: White license plates add the letter T at the end, blue license plates add the letter X, yellow license plates add the letter V.

Similar to the stamp number, the current certificate enters the "-" symbol separating the letters and numbers.

Step 3: Scroll down, the screen displays the notification of the authorities related to the vehicle at the bottom.

If the vehicle has been fined, all information will be listed in the returned results section. If this section is blank, it means that the vehicle has not been fined and the vehicle inspection is normal.

If a black box with violation handling information appears under this section, it means that the vehicle has not completed the fine payment and will be refused registration.
