Currently, the government is urgently working to soon implement the project.
The Chairman of the Ho Chi Minh City People's Committee has just directed to speed up the progress of the Xuyen Tam canal project ( Binh Thanh district, Go Vap district ).
Accordingly, the Chairman of the Ho Chi Minh City People's Committee assigned the Department of Planning and Investment to urgently organize appraisal, advise, and submit to the Ho Chi Minh City People's Committee on adjusting and supplementing the Project Contractor Selection Plan.
At the same time, advise and propose to the Ho Chi Minh City People's Committee to identify the unit as the Investor of the Social Housing project at No. 4 Phan Chu Trinh, Ward 12, Binh Thanh District in accordance with regulations.

The HCM City Urban Infrastructure Construction Investment Project Management Board urgently completes the construction design documents to be implemented after the basic design of package XL-03 according to the opinion of the Department of Transport to implement the next steps in accordance with regulations.
After the Department of Transport concludes that the above dossier is eligible for approval, the Urban Infrastructure Construction Investment Project Management Board is responsible for synthesizing the results of the construction design appraisal to be implemented after the basic design of the specialized construction agency, documents of relevant agencies and organizations to serve as a basis for organizing the appraisal and approval of the design in accordance with regulations, ensuring efficiency and consistency.
Perspective of Xuyen Tam canal in the future
The Urban Infrastructure Construction Investment Project Management Board proactively coordinates with the People's Committees of Go Vap and Binh Thanh districts to accelerate compensation and site clearance work according to regulations. At the same time, develop a detailed plan for disbursing the assigned capital plan in 2024, ensuring the disbursement rate reaches 100% of the assigned capital according to the direction of the Ho Chi Minh City People's Committee.
Review and develop a detailed implementation schedule and propose to shorten the completion time of the work (if possible), in order to meet the set schedule and comply with the prescribed procedures (strive to submit for appraisal the construction design documents to be implemented after the basic design in Binh Thanh district in August 2024).
For the Management Board of Investment and Construction Projects of Civil and Industrial Works of Ho Chi Minh City, the Chairman of the Ho Chi Minh City People's Committee assigned to urgently organize and complete investment procedures for the Social Housing Project at 4 Phan Chu Trinh, Ward 12, Binh Thanh District in accordance with Resolution 190/2023 of the Ho Chi Minh City People's Council. Strive to start construction in June 2024, complete and hand over resettlement apartments to the People's Committee of Binh Thanh District in April 2025.
The Chairman of the People's Committee of Binh Thanh District urgently speeds up the work of compensation and site clearance according to the direction of the People's Committee of Ho Chi Minh City; promptly reports to the Project Steering Committee any difficulties and problems beyond its authority (if any) for direction and resolution.
Binh Thanh District continues to coordinate and work with the Construction Trading Corporation to soon restore the status quo and hand over the 1.21-hectare land area to the Project Management Board for investment and construction of civil and industrial works to implement the social housing project.
In case the Construction Trading Corporation continues to refuse to hand over the site, the Department of Natural Resources and Environment shall preside over and coordinate with the People's Committee of Binh Thanh District to propose measures to enforce and reclaim the site in accordance with regulations.
Xuyen Tam Canal is nearly 9 km long, flowing through Binh Thanh and Go Vap districts, and is one of the most polluted canals in Ho Chi Minh City.

The project to dredge, improve the environment, and build infrastructure for Xuyen Tam Canal includes a main canal nearly 6.7 km long from Nhieu Loc - Thi Nghe Canal to Vam Thuat River and 3 branches longer than 2.2 km (Son Bridge, Binh Trieu and Binh Loi branches).
It is expected that the construction package will start in August 2024 in Go Vap district and will be completed in April 2025. In Binh Thanh district, it is expected that the construction package will start in April 2025 and be completed in April 2028. Project settlement in December 2028
This project was previously planned by Ho Chi Minh City to be invested in under the public-private partnership (PPP) and BT (build-transfer) contracts. However, this form was not feasible, so the project could not be implemented and lasted for many years. After that, Ho Chi Minh City agreed to invest the project with the budget.
