
“Connector” in the forest
After many years of working hard to "preserve the soul" of traditional culture, in 2023, Mr. Poloong Plenh (born in 1986) was appointed Deputy Head of the Department of Culture and Information of Tay Giang district.
For many tourists, especially folklore researchers, Poloong Plenh seems to become a companion, helping to connect throughout the journey to Tay Giang land to learn and research the indigenous Co Tu culture.
Although he is young, Mr. Plenh is very knowledgeable about traditional culture. After studying at Ho Chi Minh City University of Culture, he decided to return to his hometown to contribute to preserving and maintaining the culture.
It was 2013, the time when the local government made efforts to restore the traditional Co Tu mirrors and moong in the community, opening the way for tourism development. So let's go.
Plenh spends more time going up the mountain than at home. On his days off, he roams around the highland villages, both to raise public awareness and to learn and research traditional cultural values that are at risk of being lost.

From the accumulated experience, Poloong Plenh showed his acumen after many years of working, becoming the successor chosen to take on the task of “guarding the gate” to promote the development of culture and tourism. This is also the opportunity for Plenh to form cross-mountain tours, with tourists exploring the Co Tu cultural experience associated with the heritage forest.
The connection work helps Plenh successfully promote local tourism, creating income for the people through the community's cultural story. However, the efforts of this young Co Tu man are affected and impacted by the COVID-19 pandemic, so tourist trips are also gradually decreasing.
“Post-pandemic recovery is continuing, with community support. Starting with the re-establishment of Co Tu gong drum teams in each village and commune, along with the restoration of accommodation areas.
Realizing the benefits of cultural tourism stories, many people have joined in connecting and becoming tour guides for tourists on their journey to explore and experience the cultural space of the community, especially the traditional villages of the Co Tu and the rare heritage forests such as pơmu, do rhododendron, banyan trees, green lim trees... still preserved intact in the Eastern Truong Son forest" - Poloong Plenh shared.
In the highlands, there are not many connectors like Mr. Plenh. But the good news is that the following is quietly being transformed among local officials.
Typically, Riah Dung - Secretary of the Youth Union of Ga Ry commune (Tay Giang) is initially forming the idea of start-up tourism through the farm model, taking the typical products of the locality as the core. Or the Ngoc Linh ginseng garden tourist spots of many young cadres in Nam Tra My district, creating "double" benefits to help connect tourism, promote the development of medicinal economic under the forest canopy...

Quang Nam currently has 3,751 ethnic minority cadres, civil servants and public employees, accounting for 10.5%; of which 34 are at the provincial level, 185 at the district level and 1,070 at the commune level, of which 2,462 are civil servants.
By 2023, the province will have 658 ethnic minority cadres, civil servants and public employees working in state agencies and public service units at the provincial level out of 10,215 assigned positions, reaching 6.4%. There are 1,243 ethnic minority cadres and civil servants who are People's Council delegates at all levels, accounting for 21%.
"Forging" courage
Young cadres in the highlands are now showing their mettle after being "trained" at the grassroots level. For example, Nguyen Xuan Nghiem (born in 1986, a Co Tu ethnic), after being transferred to be Chairman of the People's Committee of Ba Commune (Dong Giang), was "welcomed" to the district.
Promoting his professional capacity in the role of Chief of Office of the District Party Committee, in early 2024, Nguyen Xuan Nghiem was appointed Head of the Organization Committee of the Dong Giang District Party Committee at the age of 38.
Mr. Le Duy Thang - Secretary of Dong Giang District Party Committee said that the locality is "rejuvenating" the staff, especially grassroots staff at the commune level. On the basis of training and professional development, many staff have promoted their capacity and practical experience, meeting the tasks of serving the people. According to Mr. Thang, the training process at the grassroots level helps the next generation of staff promote creativity, sharp thinking, and complete all assigned tasks well.
In Dong Giang, in addition to the Head of the District Party Committee's Organization Board Nguyen Xuan Nghiem, the locality has recently appointed many young Co Tu cadres with practical capacity to take on key leadership positions.

Typical examples include: Vice Chairman of the District People's Committee Do Huu Tung (born in 1984); Head of the Department of Natural Resources and Environment Coor Le (born in 1985); Secretary of the Ka Dang Commune Party Committee - Le Van Tu (born in 1987); Deputy Secretary of the District Youth Union Ating Toan (born in 1994)...
According to the Standing Deputy Secretary of Nam Giang District Party Committee - Lalim Hau, through assessment, the work of arranging and using ethnic minority cadres in the locality has many positive changes, especially the team of young and female cadres.
In order to "rub" the working environment to increase the ability to "train" at the grassroots level, recently, Nam Giang has focused on mobilizing and rotating cadres from the district to the commune and vice versa to ensure increased human resources for necessary areas and fields.
“In the 2020-2025 term, Nam Giang has 24 ethnic minority cadres participating in the District Party Executive Committee, of which 6 cadres participate in the District Party Standing Committee, accounting for 46.15%. Through training and maturity, many cadres have developed very good capacity, meeting both professional tasks and practical experience,” said Mr. Lalim Hau.
