Caring for the poor is always the right policy.

Comrade Le Thanh Do, Chairman of Dien Bien Provincial People's Committee, and representatives of departments and branches at the groundbreaking ceremony for the construction of the Great Unity House in Dien Bien Dong district.

Just a few stray, trivial words

The nature of the project to build social housing, Great Unity houses, and Comrade houses for poor households, near-poor households, low-income people, and veterans, cadres, and soldiers in difficult circumstances is a correct and extremely humane policy of our Party, State, Government, and Army. This is to say that this work is not only the "Party's will" but also in line with the "people's will".

However, recently, the so-called “Vietnam Times” run by the “Vietnam Independent Journalists Association” (a “democratic” association and group disguised as journalism to sabotage the country) released the article “Social housing: Illusions that harm the people and the country”. Right from the title, we can easily recognize the “smell of democracy”. Because immediately after that, the content of the article fully revealed subjective, one-sided, wrong and distorted views, opinions and assessments related to the Project to invest in building at least one million social housing units. They claimed that “this project is just an excuse for officials to get rich”, “the more miserable the people, the poorer the country, the richer the officials thanks to money laundering, inflating real estate prices”, “when the one million houses are completed, they will not be able to be sold to workers and it will be very difficult to sell them to anyone in the current economic context”…

With absurd and ridiculous arguments, they blame and claim that the communist regime has “impoverished” the people (?!). Many people even claim that building social housing, Great Solidarity houses, and Comrade houses is unnecessary, ineffective, and does not help the people… (?!). These are unacceptable views.

Through the eyes of “democrats”, the Government, departments, branches, organizations, and localities have been implementing social housing projects and programs, “Houses of Great Unity”, “Houses of Comrades”, but they are considered to have “bad intentions”, “personal gain” or to serve a certain “interest group”. For a long time, although they have always shouted to fight for the development of society and the people, what the “democrats” have been doing, all show their true nature as troublemakers, “poking the wrong tree”, going against the interests of the people and society. These actions have shown us that in the thinking of those hiding under the guise of “democracy”, there is never the concept of people, compatriots and community. Their ultimate goal is to sabotage the regime, the Party, the State and the great national unity bloc, destroying the peace of the country.

Historical facts have proven that, in order to achieve their goals of sabotage, the generations of grandfathers and fathers of these so-called “democrats” did not hesitate to turn their backs, to follow the enemy and “accept the enemy as their father”… And today, their children and grandchildren are always ready to sell out the peace and independence of the nation, following the vulgar “democratic” practices. The “democracy” that they are doing to sabotage the peace and independence of Vietnam is just a bunch of irrelevant and trivial words.

Correct and humane policy

Article 59 of the 2013 Constitution of our country stipulates: “The State has a policy of housing development, creating conditions for everyone to have a place to live”. Vietnamese people also have the saying “an cu, lac nghiep” which means that one must have a stable place to live in order to be able to concentrate on work and build a career.

Faced with the polarization in people's lives and the huge demand for social housing, our Party and State have implemented policies to support housing for policy beneficiaries, low-income earners and the poor in difficulty. On April 3, 2023, the Prime Minister approved the "Project to invest in building at least one million social housing units for low-income earners and industrial park workers in the 2021-2030 period" to create housing conditions for the poor, near-poor and low-income earners. This policy clearly demonstrates the humane nature of our State and at the same time contributes to maintaining political stability and ensuring social security. Therefore, the process of implementation and organization, in all localities, has always received the support of public opinion and the people.

Along with all levels, sectors and localities, the armed forces also responded to programs to build houses for poor households.

According to the report of the Ministry of Construction, currently, social housing for industrial park workers has completed 126 projects with about 62,700 apartments and is implementing 127 projects (about 160,900 apartments); social housing for urban low-income people has completed 181 projects with about 94,390 apartments and is implementing 291 projects (about 271,500 apartments).

Recently, on November 10, 2023, in Dinh Hoa district (Thai Nguyen), the General Department of Politics of the Vietnam People's Army launched the Program to support the construction of "Great Unity Houses" and "Comrade Houses" for poor households, officers, soldiers and military personnel in difficult circumstances. Right at the ceremony, the Standing Committee of the Central Committee of the Vietnam Fatherland Front, the Central Committee of the Vietnam Red Cross Society and more than 40 agencies, units and military enterprises registered to support the construction of 3,852 "Great Unity Houses" and "Comrade Houses" for policy families, poor and near-poor households and officers, defense workers and employees, and military workers facing housing difficulties.

Talking about this policy, Mr. Thao A Cuong (from Tuan Giao district, Dien Bien province), a worker at HAN GLOBAL Company Limited in Van Khe commune, Me Linh district, Hanoi, happily shared: "I and many others are very happy to know that the Government has a project to build social housing for workers and low-income people. In particular, social housing and accommodation are very practical, helping us workers feel secure in our work."

And Captain Chu Van Kien, a professional soldier, Statistics Officer - Military Force, Dien Bien Phu City Military Command, expressed: "The policies of building houses, giving gifts to poor households, families in difficult circumstances are completely practical, especially for ethnic minorities, officers and soldiers working in remote, isolated and border areas. I hope that all levels and sectors will further expand this program so that the poor and low-income people can have the conditions to improve their quality of life."

Along with building Great Solidarity houses for poor households, officers and soldiers of Na Co Sa Border Post (Dien Bien Provincial Border Guard) also coordinated with local authorities and benefactors to give gifts to help people in Nam Po district improve their quality of life.

According to records, in Dien Bien, in recent years, local authorities and armed forces have always focused on implementing economic development, hunger eradication and poverty reduction projects, including solving urgent housing needs for poor, near-poor and low-income households.

As of November 30, 2023, the whole province had 4,989 poor and near-poor households building houses under the Project to mobilize support for building Great Unity houses for poor households in the province towards the 70th anniversary of Dien Bien Phu Victory (May 7, 1954 - May 7, 2024) launched by the Standing Committee of the Central Committee of the Vietnam Fatherland Front (reaching 99.8%). Of which, 3,827 households (reaching 76.5%) completed Great Unity houses; 1,162 households are building houses (including 117 households building foundations, 538 households building frames and walls and 507 households building roofs). Currently, the whole province has only 11 poor and near-poor households in the districts of Nam Po (4 households), Muong Nhe (3 households), Muong Cha (3 households) and Tuan Giao (1 household) that have not yet built Great Unity houses. Notably, among 10 districts, towns and cities, 3 localities have completed the construction of Great Unity houses for poor households, including: Dien Bien Phu City, Muong Lay Town and Dien Bien Dong District. In the remaining districts, the number of poor households that have completed Great Unity houses is quite high (from 63 to 84%).

Also as of November 30, 2023, Dien Bien province has allocated 222.5 billion VND for poor households to build houses, of which 100 billion VND is transferred from the Central "For the Poor" Fund; more than 71 billion VND from the fund transferred directly to the "For the Poor" Fund of Dien Bien province; 50 billion VND is advanced from the local budget and 1.4 billion VND from the unit directly supporting households.

With the above results and realities, it shows that the policy of the Party, State, Government, levels, sectors and localities when implementing the projects and programs "House of Great Unity", "House of Comrades" and social housing is to show concern and care for the poor, near-poor and low-income people, which is always a correct and humane policy, aiming towards a civilized society, a prosperous and prosperous socialist Vietnam.
