Project Management Board 4 (the unit assigned to manage the project to renovate and upgrade National Highway 14E) said that Dak Mi 1 Bridge was invested in and built in 2013, with a span of 3x15m, continuous thermal form. Because the bridge is still in good condition, therefore, in Decision No. 1071 dated August 4, 2022 of the Ministry of Transport, the bridge was reused and only the expansion joints were repaired due to deterioration (currently the contractor has not repaired this item).
Due to the impact of local heavy rains in recent days, the positive slope at the location of km85+400 (behind the tail of M2 pier of Dak Mi 1 bridge) has collapsed, dragging along rocks and soil, including many very large orphan rocks, causing local blockage. The very large orphan rock rolled down, causing the bridge deck system of span 3 to shift by about 47cm.
Project Management Board 4 has directed the contractor to promptly mobilize machinery, equipment, and human resources to clear landslides and cut down trees; set up barriers, fences, signs, and assign guards at both ends; and coordinate with local forces to ensure safety and traffic flow. Currently, the contractor has completed the clearance of landslides at the bridge location and temporarily allowed small vehicles to pass through the bridge.
Project Management Board 4 said that through actual inspection, preliminary assessment showed that the bridge deck of span 3 was pushed to the left of the route by 47cm (at the end of pier M2) compared to its original position. The cross beams and anchors at piers T1 and T2 were cracked; the beam head at pier M2 was pushed away from the rubber cushion; the expansion joint at pier M2 was pulled open and the bolts were loose.
To ensure traffic safety, Project Management Board 4 recommends that the Vietnam Road Administration and the Quang Nam Department of Transport direct traffic on the route. Accordingly, only motorbikes and cars are allowed to cross the bridge; large vehicles are not allowed to circulate while waiting for a specific assessment to repair Dak Mi 1 bridge.
Captain of Traffic Inspection Team No. 2 (Department of Transport Inspectorate) - Mr. Nguyen Hong Hai said that immediately after the incident occurred, the unit's leaders sent the team's forces to the scene to coordinate with the traffic police force and the contractor of the project to renovate and upgrade National Highway 14E to carry out measures to ensure traffic at Dak Mi 1 Bridge.
