Implementing the Prime Minister's Official Dispatch No. 22 on a number of key tasks and solutions to reduce administrative procedures, improve the investment and business environment, and promote socio-economic development, the Provincial People's Committee directed departments, branches, and localities to focus on reviewing, reducing, and simplifying administrative procedures to ensure a reduction of at least 30% of administrative procedure processing time, at least 30% of business costs, and abolishing 30% of unnecessary business conditions under their authority; promoting the implementation of administrative procedures in the electronic environment, ensuring smoothness and efficiency.
Implementing the Administrative Reform Plan of Vinh Phuc province for the period 2021 - 2025, up to now, the total number of administrative procedures currently in effect in the province is 1,840, of which 100% of administrative procedures are updated on the National Public Service Portal (DVC) and the province's electronic communication information portal.
The province currently provides online public services for 1,474 administrative procedures. In the period of 2021 - 2025, the province has reviewed and reduced the processing time for 825 administrative procedures, combined and merged 26 administrative procedures in the land sector into 13 administrative procedures, creating favorable conditions for people and businesses with a total reduction of nearly 5,000 days compared to regulations.
In 2024, the total number of administrative procedure records received by departments and branches is nearly 314,500, of which the rate of administrative procedure records resolved correctly and before the deadline is 85.6%; the total number of administrative procedure records received by localities is more than 247,000, the rate of administrative procedure records received online is more than 90%, the rate of records resolved correctly and before the deadline is 96%.

In order for the handling of administrative procedures to be implemented smoothly and effectively, the Provincial Public Administration Service Center has coordinated with VNPT Vinh Phuc to upgrade the VNPT iGate software to fix some errors in the handling of administrative procedures, and perfect the features to serve the work of monitoring and tracking the quality of handling administrative procedures.
Strengthen the monitoring and supervision of overdue administrative procedure files, refusal to process, and requests for additional files at the transaction counters of departments and branches that receive and return results of administrative procedures at the Public Administration Service Center; require 100% of staff receiving and returning results of administrative procedure files at the center to sign a commitment to comply with the Code of Civil Service Culture for civil servants and public employees in handling administrative procedures; flexibly support citizens to carry out some administrative procedures during peak times related to issuing driving licenses, electronic identification, etc.
Promote and diversify forms of propaganda about online public services, one-stop shop and inter-connected one-stop shop activities; at the same time, strengthen training and improve skills and expertise for professional staff.
Through the work of monitoring and tracking the quality of handling administrative procedures, in 2024, the Provincial Public Administration Service Center coordinated with specialized agencies to review and adjust the internal process of the procedure for granting a driver's license with the procedure code "1.002820.000.00.00.H62" with a procedure processing time of up to 98 days, which is not in accordance with regulations; issued an Official Dispatch on coordination with departments and branches in handling administrative procedures at the center according to regulations.
In the work of digitizing administrative procedure records, the Provincial Public Administration Service Center has invested in modern equipment, arranged VNPT and Viettel networks with maximum bandwidth, meeting the needs of connection, data sharing and document digitization. Currently, some administrative procedure records received directly at the center have been digitized with only one declaration form such as criminal record declaration form, driver's license renewal, etc.
In 2024, the Provincial Public Administration Service Center received and resolved nearly 93,800 administrative procedure records, of which the rate of administrative procedure records resolved on time and before the deadline reached 88.8%.
To ensure administrative reform goals, reduce at least 30% of administrative procedure processing time, at least 30% of business costs, and abolish 30% of unnecessary business conditions under its authority, the Provincial People's Committee directs departments, branches, and localities to improve the quality of reviewing, publishing, and posting administrative procedures fully, promptly, and in accordance with regulations.
Promote the connection, interconnection, and sharing of data with specialized databases of central ministries and branches; continue to reduce the time for handling administrative procedures, promote the digitalization of records, optimize the process of handling administrative procedures, innovate and improve the operational efficiency of one-stop shops at all levels.
Promote the application of information technology in handling administrative procedures, continue to expand the provision of full-process online public services, and public postal services in the province under the direction of the Prime Minister.
Increase investment in infrastructure, improve the quality of human resources to meet the tasks of building and developing e-government and digital government, focusing on investing in equipment to meet the requirements in deploying online public services in the province.
