For project groups facing difficulties and obstacles in site clearance, the People's Committees of districts, towns and cities must be more resolute and proactive in site clearance, closely coordinate with investors to propagate and raise awareness among all classes of people about the significance and importance of major and key projects, create consensus and support for implementation in the area; strictly implement the signing of commitments on progress of handing over clean sites with investors.
To continue attracting new non-budget investment projects, all levels, sectors and localities, according to their assigned functions and tasks, continue to enhance the dynamism and pioneering role of leaders at all levels in supporting and accompanying investors and businesses; be flexible and creative in solving work; urge and support investors to speed up the implementation progress to soon complete infrastructure projects of industrial parks and industrial clusters in the province; at the same time, focus on attracting investors to soon invest in infrastructure of industrial parks and industrial clusters included in the Thanh Hoa Provincial Planning for the period of 2021 - 2030, with a vision to 2045, as a basis for attracting secondary investors into production and business.

In order to organize and manage the state budget, the Tax Department, the Customs Department, the People's Committees of districts, towns and cities and related units are responsible for coordinating to effectively implement the budget collection work from the beginning of the year, ensuring the correct, sufficient and timely collection of taxes, fees, charges and other revenues to the state budget in accordance with the provisions of law. Continue to implement tax administrative procedure reform, promote electronic tax management; strictly manage tax refund subjects to ensure compliance with the provisions of law.
Timely and fully monitor fluctuations in market prices and production and business activities of units, organizations and individuals, contributing to mobilizing revenue sources for the State budget.
Ensure that the revenue accounts at the commune are recorded in accordance with regulations; strengthen inspection and examination work to prevent loss of revenue: Focus on directing the strict implementation of the Law on Tax Administration, combating revenue loss, transfer pricing, tax evasion, and commercial fraud; urge tax debt collection, reduce tax arrears, promptly collect tax and fine amounts discovered through inspection and examination; collect land use fees in full and promptly into the State budget.

In 2025, in 26 districts, towns and cities, the total area of land clearance will be 2,590.719 hectares for 686 projects, of which 529 are public investment projects with an area of 1,484.934 hectares; 157 are business investment projects with an area of 1,105.785 hectares.
In order to effectively implement the tasks of site clearance and compensation, sectors and levels need to speed up the implementation of investment projects using land in the province, strongly improve the investment environment, and increase the provincial competitiveness index (PCI).
Proactively guide and request investors to complete legal documents, detailed planning, and allocate capital for site clearance; develop specific plans for investigation, survey, measurement, counting, and resettlement arrangements for each specific project. Organize monthly meetings to review progress and promptly resolve difficulties and problems for each project; direct the People's Committees of communes, wards, and towns to strengthen their roles and responsibilities in determining land origin as a basis for pricing and developing site clearance compensation plans.
Actively and proactively resolve difficulties and problems within authority; organize dialogue conferences, work with people to mobilize and persuade them to hand over land for projects that have approved compensation, support, resettlement and land recovery plans.
Strengthening propaganda and mobilization work to gain consensus among people in implementing the Party's guidelines and policies and the State's laws on land acquisition and clearance for investment projects; at the same time, unifying the awareness, ideology and actions of Party committees and authorities at all levels to ensure the promotion of the role of mass organizations in mobilizing the masses such as the Women's Union, Veterans Association, Youth Union... in land acquisition and clearance work.
Ensure that over 98% of administrative procedure records at the reception and result return departments at all levels are resolved in advance and on time.

Innovate and diversify the content and forms of propaganda on administrative reform, focusing on the contents of publicity, transparency, reducing time in handling administrative procedures, online public services, receiving and returning results via public postal services.
Focus on resolving administrative procedures of organizations, people and enterprises, ensuring that over 98% of administrative procedure records at the reception and result return departments at all levels are resolved in advance and on time; digitize 100% of results of administrative procedure settlement under the jurisdiction of provincial departments, branches and sectors; district and commune People's Committees; increase the rate of administrative procedure records received and resolved online; the rate of online payment transactions reaches 30% or more; 80% of people and enterprises when performing administrative procedures do not have to re-provide information, papers and documents that have been accepted when successfully performing previous administrative procedures, which the competent state agency handling administrative procedures is managing, or information, papers and documents that have been connected and shared by state agencies.

Effectively carry out the work of receiving and handling feedback and recommendations; organize dialogues with people and the business community to promptly resolve obstacles and difficulties according to authority.
