According to this announcement, for localities that can arrange for a member of the Standing Committee of the district-level Party Committee to be elected to hold the position of Chairman of the district-level Fatherland Front Committee, the model of Head of the District-level Party Committee's Mass Mobilization Committee concurrently being Chairman of the district-level Fatherland Front Committee will not be implemented.

For localities that have not yet arranged a member of the Standing Committee of the district-level Party Committee to negotiate and elect to hold the position of Chairman of the district-level Fatherland Front Committee, the model of Head of the District-level Party Committee's Mass Mobilization Committee concurrently being Chairman of the district-level Fatherland Front Committee will continue to be implemented.

The Standing Committee of the Provincial Party Committee requests the District Party Committees, Town Party Committees, and City Party Committees directly under the Provincial Party Committee to base on the practical situation of the locality to implement the model to ensure the above principles.

The Provincial Party Committee's Organizing Committee presides over and coordinates with the Provincial Party Committee's Mass Mobilization Committee, the Party Delegation of the Provincial Fatherland Front Committee, and is responsible for monitoring and guiding the implementation of the model; periodically reporting to the Provincial Party Committee's Standing Committee.

According to the investigation of Hai Duong Newspaper reporters, there are currently 2 localities in the province that have not implemented the model of Head of the District Party Committee's Mass Mobilization Committee concurrently being Chairman of the District Fatherland Front Committee: Chi Linh City and Cam Giang District. These localities will implement it in 2024.
