Other localities are preparing to take steps to improve personnel and are expected to complete the termination of the implementation of the Head of the District Party Committee's Propaganda Department concurrently being the Director of the District Political Center in the first quarter of 2024.

In December 2023, the Standing Committee of the Hai Duong Provincial Party Committee announced its agreement to stop the policy of not continuing to implement the model of the Head of the District Party Committee's Propaganda Department concurrently being the Director of the District Political Center. It agreed to maintain the existing staff assigned to the District Political Center (4 staff) and assign the Provincial Party Committee's Propaganda Department to perform a number of tasks for the District Political Center according to Notice No. 449-TB/TU dated November 19, 2021 of the Standing Committee of the Provincial Party Committee.

The Provincial Party Committee's Organizing Committee has issued a list of job positions and a competency framework for positions of officials of the Political Center; requesting District Party Committees, Town Party Committees, and City Party Committees to proactively implement the policy of stopping the model of the Head of the District Party Committee's Propaganda Department concurrently being the Director of the District-level Political Center, and reporting the results before March 30, 2024.
