For a long time now, many areas under overpasses in Hanoi have been organized for vehicle parking such as Vinh Tuy, Chuong Duong, Nga Tu Vong, Mai Dich... but have left many conflicting images.
The area under the Vinh Tuy overpass (Hai Ba Trung district) is about 1 km long and is used as a day and night car parking area with a system of iron and steel fences. Also in this area, moving up, another parking lot has stopped operating and has become a playground for teenagers.
Under the Nga Tu Vong overpass, a parking lot of thousands of square meters has been around for many years. The problem is not only that the entrance to the lot is right next to the pedestrian crossing, but it is also a place that can easily cause conflicts when vehicles speed past.
Here, on the price list located close to the road, there is an announcement based on the city's resolutions, decrees and decisions on car parking service prices.
The parking lot under the Nga Tu Vong overpass is located right at a traffic hotspot in Hanoi. Traffic jams often occur here when cars enter and exit the lot, causing vehicles to obstruct each other.
The area under Mai Dich overpass was also licensed as a parking lot but is currently closed to make way for the construction site of two urban bridges under the Mai Dich - Nam Thang Long - Ring Road 3 overpass construction project (Hanoi).
Meanwhile, the scene under the overpass on Nguyen Trai is quite shabby.
The paved areas under the bridge were left empty and enclosed with wire mesh, but inside they were still filled with garbage.
The entire area under the Nguyen Chi Thanh - Tran Duy Hung overpass has been designed into flower beds but looks quite withered. Thanks to its large area, this place has become a resting place for motorbike taxi drivers.
Meanwhile, the area under the bridge of Ring Road 3 is spacious but gloomy and shabby. Trees planted along this road are therefore stunted or die young.
Along Nguyen Xien Street, there are many high-rise buildings and residential areas such as Linh Dam Urban Area, Kim Van-Kim Lu Urban Area... the demand for parking lots here is very large but has not been exploited.
Many sections under the overpass along Ring Road 3 in the Phap Van area (Hoang Mai) are also very shabby, causing loss of urban beauty.
The Ministry of Transport has just sent the Draft Road Law to seek opinions from ministries, localities and relevant agencies. Compared to the 2008 Road Traffic Law, the draft Law has many new points, including regulations on the temporary use of underpasses to watch and keep vehicles, solving the static traffic needs of large cities, and improving the efficiency of exploiting road traffic infrastructure assets (Article 40). Previously, the Hanoi People's Committee proposed that the Ministry of Transport adjust a number of articles of Circular No. 35, allowing the city to continue organizing vehicle parking under bridges in the area until the end of 2023. According to the Hanoi Department of Transport, four parking lots under Vinh Tuy, Nga Tu Vong, Chuong Duong and Mai Dich bridges are handling tens of thousands of vehicles every day. |
