According to Yonhap, the meeting was chaired by the National Bureau of Investigation (NOI) to prepare for the execution of an arrest warrant for Mr. Yoon on charges of rebellion and abuse of power, after he repeatedly refused to appear before the investigation agency. The Corruption Investigation Office of High-Level Officials (CIO) failed to arrest Mr. Yoon on January 3, after being blocked by guards at his residence in Seoul. On January 9, the NOI sent a dispatch to investigative agencies across the capital area, requesting the mobilization of about 1,000 investigators to continue efforts to arrest Mr. Yoon.
