Currently in Ho Chi Minh City, there are a number of individuals claiming to be representatives of law firms and consulting companies approaching gold and silver businesses, asking for support in applying for certificates of eligibility to produce gold jewelry and fine arts.
These entities require businesses to pay a large “brokerage” fee for the procedures. Meanwhile, the procedures for applying for a certificate of eligibility to produce gold jewelry and fine art jewelry are administrative procedures that are carried out publicly and completely free of charge.
This procedure is shared publicly at the State Bank branch (No. 8 Vo Van Kiet Street, District 1, Ho Chi Minh City) and only requires businesses to meet the conditions prescribed by law. There are no fees required from the State Bank, so businesses do not need to go through any intermediary.
Mr. Tran Huu Dong (owner of a gold shop in Can Giuoc, Long An), said that on October 8, a person claiming to be a representative of a consulting company contacted him by phone, affirming that he would help him get a license quickly if he agreed to pay a fee of 20 million VND.
Seeing many suspicious signs, Mr. Dong researched and contacted the lawyer directly, only to find out that this procedure was completely free.
Recently, in a document requesting the Ho Chi Minh City Jewelry and Gemstone Association and relevant agencies in districts, towns, and Thu Duc City to coordinate in disseminating and warning businesses about this issue, the State Bank of Vietnam, Ho Chi Minh City branch, emphasized that the issuance of certificates is only done at official agencies, not through intermediaries.
Therefore, when businesses have the desire and need to obtain a certificate of eligibility for trading in gold jewelry and fine arts, they can directly contact the one-stop transaction department for specific instructions. Businesses need to be cautious with invitations from self-proclaimed subjects to avoid falling into scam traps.
