The Ministry of Public Security is seeking opinions from agencies and units on the draft report and explanation of some new contents in the draft Law on Road Traffic Order and Safety. The draft law was discussed by the National Assembly at its recent 6th session.

In particular, the Ministry of Public Security has explained the prohibited act of "Driving a vehicle while having alcohol concentration in the blood or breath".

Drivers violating alcohol concentration increased by 277% during the Lunar New Year

Regarding handling violations, the traffic police nationwide mobilized 118,114 officers and soldiers to organize patrols and controls. As a result, 71,409 violations were handled; fines totaled 182.4 billion VND.

Compared to the same period of the Lunar New Year 2023, the number of violations punished increased by 223.4%, the amount of fines increased by 265.4%. The authorities have temporarily detained about 36,000 vehicles of all kinds; revoked 18,899 driving licenses.

Notably, 29,099 drivers were penalized for violating alcohol concentration. This number accounts for 41.25% of the total number of violations. Compared to the same period of the Lunar New Year 2023, the number of alcohol concentration violations increased by 277.7%.

Some localities that handled violations of high alcohol concentration were: Ho Chi Minh City 2,576 cases, Hanoi 1,167 cases, Dong Nai 1,060 cases.

Regarding the situation of resisting law enforcement officers, at that time, 4 incidents occurred, injuring 4 police officers. The authorities arrested 5 cases and handed them over to the investigation agency for handling.

In addition, the traffic police force directly and in coordination with functional forces arrested 31 criminal cases, 32 subjects were handed over to the investigation agency for handling.

Specifically, according to the Ministry of Public Security, using alcohol while driving is a social problem not only in Vietnam but also in the world. Therefore, currently, countries around the world have very strict regulations on drivers with alcohol concentrations, divided into 2 groups: Group of countries with absolute prohibition and Group of countries with regulations on the threshold of alcohol concentration in blood and breath allowed for drivers, according to the subjects: Standard level, Commercial drivers and new drivers.

"However, in the current cultural and traffic conditions in Vietnam, it is really necessary to have a zero alcohol concentration when driving a vehicle," the Ministry of Public Security emphasized.

Explaining, the Ministry of Public Security said that current traffic conditions in Vietnam have many unique characteristics; traffic on the roads in Vietnam requires drivers to maintain alertness and react much faster if unexpected situations occur.

The Ministry of Public Security cited survey results from several international organizations, stating that Vietnam is one of the countries with the highest consumption of wine, beer and alcoholic beverages in the world. This is a very alarming rate.

Therefore, according to the Ministry of Public Security, strict control of alcohol concentration not only has significance for ensuring traffic order and safety but also has profound social significance.

"Meanwhile, Vietnamese culinary culture has many unique features and is lenient. If the concentration is set at zero, then no drinking is allowed. But if there is a limit, drivers may be forced to drink," the Ministry of Public Security analyzed.

In addition, the Ministry of Public Security believes that alcoholic beverages are addictive. Once you start drinking, it is not easy to stop, and when you are drunk, it is difficult to remember what the law says.

"There are cases where people drink too much the day before and are still fined the next day because they drank too much or because of their physical condition. Many people get drunk the day before and still have headaches all day the next day, affecting their ability to drive," according to the Ministry of Public Security.

In addition, the Ministry of Public Security also emphasized that the traffic awareness of a part of the population is currently not good, they disregard the law, intentionally violate traffic laws, and even challenge the authorities when being inspected and handled.

"When a bad idea can take the lives of many people, society needs strictness," said the Ministry of Public Security.

The Ministry of Public Security also cited evidence that controlling alcohol concentration violations for drivers is working very effectively.

Specifically, from June 2022 to December 2023, the number of deaths and injuries due to road traffic accidents related to alcohol and beer accounted for 20% of the total number of deaths and injuries caused by road traffic accidents. In addition, the control of alcohol concentration violations by drivers is showing effectiveness.

For the above reasons, we should continue to inherit the provisions of the Law on Prevention and Control of Harmful Effects of Alcohol and Beer, which absolutely prohibits people with alcohol concentration from driving vehicles in order to have strict sanctions, gradually forming the habit and culture of not driving after drinking alcohol.

From there, after awareness and traffic culture are well formed, we can study and adjust accordingly.
