Dien Bien Phu City Traffic Police force propagates and organizes for passenger car drivers to sign a commitment not to stop or park illegally.

Currently, in Dien Bien Phu City, there are many roads with signs prohibiting stopping, parking and going in the wrong direction. However, according to the reporter's records, the situation of motor vehicle drivers violating the rules is still common. For example, at around 3:00 p.m. on August 1, on Hoang Van Thai Street, Muong Thanh Ward, although there was a sign prohibiting parking from 6:00 a.m. to 6:00 p.m., many vehicle owners (cars) still deliberately parked their vehicles on the roadway against regulations, some parked right next to the sign. According to people living along this road, the situation of trucks and cars stopping and parking on the roadway occurs frequently, at times 2-3 vehicles parked together, blocking the view of traffic participants.

The situation of vehicles stopping and parking illegally is also a common situation occurring on many streets in Dien Bien Phu City. When asked, many traffic participants said that they did not know there were signs prohibiting stopping and parking or did not pay attention. Although the traffic sign system has been fully equipped, it is not at all out of sight or difficult to observe. Not only stopping and parking in defiance of prohibition signs, the situation of cars occupying all or part of the sidewalk to stop and park is also quite common.

Faced with the above situation, in recent times, the functional forces of Dien Bien Phu City have continuously organized propaganda campaigns, reminded and handled violations. According to information from the Traffic Police Team (Dien Bien Phu City Police), from 2022 to present, the city's traffic police force has coordinated with the Urban Order Management Team of Dien Bien Phu City to organize nearly 200 propaganda sessions for nearly 50,000 people; 425 mobile propaganda sessions. Organized the signing of commitments for 29 agencies, units and transport companies on compliance with the Road Traffic Law; not to park or leave vehicles on the roadway or on the sidewalk in violation of regulations. Along with propaganda work, the functional forces have handled 381 cases of vehicles violating regulations on parking or leaving vehicles in the wrong place, going in the wrong direction; In which, 330 cases of cars parked illegally.

According to authorities, the cause of violations of regulations on illegal parking is, in addition to objective factors regarding traffic infrastructure and the rapid increase in the number of vehicles, the awareness of vehicle owners and traffic participants is still limited, stopping and parking wherever is convenient.

Major Tran Huu Nam, Deputy Captain of the Traffic Police Team (Dien Bien Phu City Police) said: To limit the situation of stopping and parking vehicles in the wrong place, from August 2023, the city's traffic police force will coordinate with functional forces to strengthen propaganda and mobilize businesses, vehicle owners, and drivers to sign a commitment to ensure traffic order and safety, focusing on passenger transport vehicles and container freight vehicles. After propaganda and mobilization (after August 15), any vehicle that violates the regulations will be strictly handled.

Handling violations of stopping and parking in the wrong place is extremely necessary to limit the risk of traffic accidents. The authorities need to regularly check and remind vehicle owners to stop and park in accordance with regulations; at the same time, strictly handle vehicles that intentionally violate the regulations; if they repeat, the penalty level must be increased. In addition, the authorities need to study, adjust and supplement car parking spots, especially in central, densely populated areas, hospitals and schools. And above all, each traffic participant needs to raise awareness of complying with regulations to ensure traffic order and safety.
