Need 'strong enough medicine' to treat weak staff

Speaking at the National Conference summarizing the implementation of Resolution No. 18-NQ/TW dated October 25, 2017 of the Central Executive Committee on "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently" on December 1, General Secretary To Lam requested that there must be "strong enough medicine" to treat the disease of officials working administratively, mechanically; being negative, harassing, harassing people and businesses, only doing things for personal gain, deliberately slowing down work, asking for opinions in circles, blaming the system, blaming fear of responsibility.

One of the "strong enough medicines" to treat the situation of weak cadres is to do a good job of cadre work.

Personnel work is the "root of the root" because selecting staff is like selecting seeds in agriculture: good seeds will make the plant grow healthy, bad or diseased seeds will make the plant stunted.

Choosing the wrong cadres will inevitably cause very serious consequences, reducing leadership capacity, losing the Party's prestige, and reducing people's trust in the Party.

Incompetent people with poor moral qualities are placed in important positions, sooner or later they will fall into corruption, negativity, harassment, abuse of people, fear of responsibility... causing harm to the work of building and protecting the Fatherland.

Those who "succeed" by seeking positions and power inevitably have a mentality of not caring about improving their professional skills and ethics, but only worrying about building "relationships" because they are used to using money to solve all problems.

To rectify the implementation of principles, regulations, processes, statutes, and decisions on personnel work, on July 11, 2023, the Politburo issued Regulation No. 114-QD/TW on controlling power and preventing and combating corruption and negativity in personnel work.

In the concept of “corruption and negativity in personnel work”, the Politburo emphasized the situation of “buying and selling positions and power.”

According to Regulation No. 114-QD/TW, the act of seeking positions and power is the act of brokering, giving and receiving bribes to help others obtain positions, titles, and benefits; giving gifts, money, real estate or other benefits for the purpose of gaining support; seeking age, emulation titles, degrees... to meet the standards and conditions to obtain positions and benefits; taking advantage of familiar relationships to influence and put pressure on people with authority and responsibility, for the purpose of obtaining positions, titles, and benefits.

To avoid "corruption and negativity in personnel work", Regulation No. 114-QD/TW has clarified the concept of power in personnel work and control of power in personnel work.

Power in personnel work is the authority of organizations and individuals in stages related to personnel work, including recruitment, evaluation, vote of confidence, planning, training, fostering, selection, arrangement, assignment, appointment, designation, transfer; conferring, promoting, demoting, stripping military ranks; suspending positions, allowing resignation, dismissal, removal from office; rewarding, disciplining; inspecting, supervising, and resolving complaints and denunciations.

Controlling power in personnel work is the use of mechanisms and measures to ensure strict implementation of principles, regulations, processes, statutes, and decisions on personnel work and to prevent, stop, detect, and handle acts of corruption and negativity in personnel work.

Regulation No. 114-QD/TW clearly states that the act of taking advantage of or abusing one's position and power is the act of using one's own prestige and influence and that of family members to suggest, influence, and pressure others to decide, direct, advise, propose, comment, evaluate, vote, take a vote of confidence, vote to recommend personnel, or vote according to one's own will.

The act of taking advantage of or abusing one's position and power is the act of allowing relatives or close acquaintances to take advantage of one's position to influence, manipulate, or interfere in the stages of personnel work.

The act of taking advantage of or abusing one's position or power is the act of incorporating personal intentions when carrying out stages of personnel work for the purpose of personal gain or benefit to personnel in the process of carrying out personnel work.

Regulation No. 114-QD/TW very specifically stipulates the responsibilities for personnel work for Party committees, Party organizations, and leadership collectives; responsibilities of members of Party committees, Party organizations, and leadership collectives; responsibilities of heads of Party committees, Party organizations, and leadership collectives; responsibilities of heads of advisory agencies; responsibilities of advisory staff; and responsibilities of personnel.

This is a way to discredit the mantra of “following the process” and “collective responsibility” because the responsibility at each level and each individual has been clearly stated.

Regulation No. 114-QD/TW clearly defines the handling of responsibilities in power control and in corruption and negativity in personnel work. When violating power control in personnel work, the collective, the head of the Party Committee, Party organization, locality, agency, unit and cadres and Party members will be considered and strictly handled according to regulations.

Personnel work determines the success or failure of important strategies of the Party and State, including the task of streamlining the apparatus.

Speaking at the national conference on December 1 organized by the Politburo and the Central Party Secretariat, the General Secretary once again reminded about personnel work: Party committees at all levels need to focus on preparing personnel for the new term according to the instructions, and prepare a team of cadres with sufficient qualities and capacity to meet new development requirements.

Every cadre and party member must constantly learn to "improve themselves" to meet the requirements and tasks in the new stage of the country. If they cannot meet the requirements, they must voluntarily step aside and let others do it.

We must pay close attention to overcoming the "diseases" of personnel work before the Congress such as: Those who are not re-elected are safe, defensive, and do not dare to implement new things; personnel expected to participate in the new Party Committee are reserved, do not want to clash, and are afraid of losing votes; calculate for relatives, acquaintances, and "cronies" to enter leadership positions or use "organizational tricks" to push away people they do not like.

Regulation No. 114-QD/TW - a "strong enough medicine" on the Party's personnel work - was "prescribed" by the Politburo in mid-2023 and received the consensus of cadres, party members as well as the whole society. Therefore, using the right dose and right indication will help fight the disease.
