Today, April 5, the monitoring delegation of the Provincial National Assembly Delegation led by Deputy Head of the Provincial National Assembly Delegation Hoang Duc Thang, Deputy Head of the monitoring delegation chaired a working session with the Provincial People's Committee on the implementation of policies and laws to ensure traffic order and safety from 2009 to 2023. Traffic accidents have decreased over the years.
The report at the monitoring session showed that, in recent times, the work of ensuring traffic safety and order has received special attention and direction from the Party, the State, and provincial leaders; traffic infrastructure has been invested in quite synchronously and with good quality, and black spots of traffic safety risks have been regularly overcome.
Specialized forces and units that patrol, control and handle traffic accidents have promoted their roles and responsibilities, contributing to curbing traffic accidents and gradually reducing them over the years; awareness of compliance with traffic safety laws in society has been increasingly raised, especially awareness of behaviors that are direct causes of traffic accidents such as violations of alcohol concentration, speed, load, etc.
Training, testing, and licensing of drivers of all types of vehicles are increasingly becoming systematic and widely socialized, meeting the needs of people and businesses.

Besides the achieved results, the work of ensuring traffic safety and order in the province still has limitations and shortcomings such as the authorities, unions and organizations in some places have not paid attention to this field, leaving it to the functional forces.
Resources for maintaining traffic works have not met requirements, leading to slow handling of black spots. The effectiveness of coordination between sectors, units and organizations in propaganda work has not met the requirements, especially in the field of education, leading to violations of traffic safety laws among students. Violations of traffic safety laws are still common, especially behaviors related to speed, alcohol concentration, driving in the wrong lane, not wearing helmets when driving motorbikes.
There needs to be a reasonable solution to separate passenger cars and heavy trucks from entering urban areas.
Based on the report of the Provincial People's Committee, the Supervisory Delegation of the Provincial National Assembly Delegation proposed to clarify 16 issues related to ensuring traffic safety and order, including: the situation of overload violations at material mines, construction sites leading to damage to traffic infrastructure in many localities. The law on traffic safety propaganda is still inadequate, proposing solutions to overcome. Solutions to strengthen management, prevention, and suppression of violations of the law in the field of vehicle registration, driver training and testing.

For propaganda work, this is a long-term solution and requires time, quality coordination, implementation of the entire political system and direction from changing awareness to approaching skills.
Regarding traffic accidents on the Cam Lo - La Son highway, the main cause is poor traffic awareness. The ban on passenger vehicles and heavy trucks on the highway is too hasty and this is only a temporary solution.
The purpose of building the expressway is to reduce pressure on National Highway 1 and reduce traffic accidents in urban areas where the expressway passes through. In fact, after the expressway was built, the number of accidents occurring in urban areas of Quang Tri province in general and Dong Ha city in particular decreased significantly.
The solution to this problem requires traffic separation and reasonable timing to limit heavy trucks and passenger cars passing through urban areas...

In particular, many resources have been mobilized to invest in infrastructure development, promote propaganda to raise awareness, change behavior and traffic participation skills, and simultaneously implement many synchronous solutions to reduce traffic accidents.
In addition, record the recommendations of the Provincial People's Committee to synthesize, research, and propose to the National Assembly, the Government, and ministries and branches for consideration and handling.
