Officials and civil servants who have submitted applications for early retirement or resignation but now withdraw their applications must follow the same handling procedures as when submitting applications for resignation.
On the afternoon of March 27, Mr. Nguyen Bac Nam, Deputy Director of the Department of Home Affairs of Ho Chi Minh City, shared about the support policy for officials who retire early or quit their jobs during the process of restructuring the apparatus at a meeting on socio-economic issues in the city.

According to Mr. Nguyen Bac Nam, after the Government issued Decree 67/2025 amending a number of articles of Decree 178/2024, in which Clause 6, Article 19 was removed, the Department of Home Affairs and other units reviewed it to properly implement this spirit.
Up to now, the Department of Home Affairs is continuing to advise the City People's Committee to submit to the Standing Committee of the City Party Committee to direct the City People's Council to pass a resolution to abolish Resolution 01/2025 on additional support regime for officials.
In addition, the Secretary of the Ho Chi Minh City Party Committee and the leaders of the City People's Committee also directed the Department of Home Affairs to develop a project to arrange, organize, and implement policies and regimes for cadres, civil servants, public employees, part-time workers, and workers after reorganizing the apparatus of the political system in the city.
Regarding the case of officials and civil servants who submitted applications for early retirement or resignation before Decree 67 but now request to withdraw their applications, Mr. Nam said that the withdrawal of the application must also follow the same process as the application submission process.
Specifically, when submitting a resignation application, officials and civil servants submit it to the head of the agency or management unit and have an appraisal council, then send it to the Department of Home Affairs for synthesis and reporting to the City People's Committee. To withdraw the application, officials and civil servants must also report to the head of the agency or unit for consideration and report back to the Department of Home Affairs.
Sharing about job transition support for officials and civil servants who quit their jobs when restructuring the apparatus, Mr. Nam said that the Department of Home Affairs has also consulted with the City People's Committee, including some specific solutions. The unit has also worked with the City Employment Service Center, prepared job exchanges as well as worked with businesses with recruitment needs so that they pay attention to the team of officials and civil servants who quit their jobs. In addition, the Department of Home Affairs also mobilized state-owned enterprises to participate in recruitment.
The Department of Home Affairs proactively informs corporations and state-owned companies under the management of Ho Chi Minh City to prioritize recruiting redundant cadres, civil servants and public employees while ensuring the correct standards and conditions.
