On June 22, SBM News reported that Cambodia and Russia signed a Memorandum of Understanding on Cooperation between the two armies on June 20 under the chairmanship of General Mao Sophan - Deputy Commander-in-Chief of the Royal Cambodian Army and Commander of the Cambodian Army and General Oleg Salyukov - Commander-in-Chief of the Russian Federation Army.

The Memorandum of Cooperation aims to consolidate and enhance the long-term, trusting friendship on the basis of equality and mutual benefit between the two armies, opening a new page in the history of bilateral relations at the army level, and is an important basis for strengthening and expanding cooperation in the future.
At the meeting, both sides expressed pride in the friendly relationship, trust and mutual respect, which is a legacy inherited from previous generations of leaders, especially since 1993, the relationship between the two countries has been significantly strengthened and expanded in the fields of politics, diplomacy, economy, military and people-to-people diplomacy.
The two sides also highly appreciated the Cambodia-Russia military cooperation in general and the two countries' armies in particular, which has always progressed and achieved proud results.
General Mao Sophan's visit to Russia took place over three days, from June 18-20, at the invitation of General Alex Salyukov, Commander-in-Chief of the Russian Army's Ground Forces.
