11th Vietnam - Japan Defense Policy Dialogue

According to information from the Propaganda Department, Ministry of National Defense, on the afternoon of February 10, in Fukuoka, Japan, the 11th Vietnam-Japan Defense Policy Dialogue took place. Senior Lieutenant General Hoang Xuan Chien, member of the Party Central Committee, member of the Central Military Commission, Deputy Minister of National Defense of Vietnam and Mr. Kano Koji, Deputy Minister of Defense of Japan co-chaired the dialogue.

At the dialogue, the two sides discussed the world and regional situation and issues of mutual concern. Senior Lieutenant General Hoang Xuan Chien affirmed that Vietnam consistently pursues a foreign policy of independence, self-reliance, peace, friendship, cooperation and development, multilateralization and diversification of foreign relations. Vietnam is ready to cooperate with countries and international organizations for peace, cooperation and development in the region and the world. Vietnam persistently struggles to resolve all disputes and disagreements by peaceful means on the basis of international law. Vietnam is steadfast in its "Four No's" Defense Policy. Regarding the East Sea issue, it is necessary to comply with international customs and laws, especially the 1982 United Nations Convention on the Law of the Sea (UNCLOS), the Declaration on the Conduct of Parties in the East Sea (DOC) and promote the early conclusion of negotiations and the signing of a Code of Conduct of Parties in the East Sea (COC) in a practical and effective manner.

Japanese Deputy Minister of Defense Kano Koji emphasized the importance of the Vietnam-Japan relationship in general and the defense cooperation between the two countries in particular. Sharing his views on the world and regional situation, Mr. Kano Koji emphasized the spirit of respect for the law and joining hands to build an environment of peace, friendship, cooperation and development. At the same time, he expressed his belief that in the spirit of frank and positive exchanges, this dialogue will contribute significantly to promoting the Vietnam-Japan defense cooperation in the coming time to develop more practically and effectively.

Regarding bilateral defense cooperation, Senior Lieutenant General Hoang Xuan Chien emphasized that since the 10th Vietnam-Japan Defense Policy Dialogue, the Vietnam-Japan defense cooperation has received attention and direction from senior leaders of the two countries' defense ministries and achieved many practical results. Notable among these are the exchange of delegations at all levels, education and training, cooperation in capacity building, maintaining dialogue, consultation and exchange mechanisms; defense industry, United Nations peacekeeping, overcoming the consequences of war, etc.

In addition to appreciating Vietnam's role in promoting peace and cooperation in the region and the world, Mr. Kano Koji also expressed his admiration for the achievements that Vietnam has made in the struggles for independence and national reunification as well as the current national construction...

Senior Lieutenant General Hoang Xuan Chien hopes that Japan will continue to expand training types, increase the number of scholarships for Vietnamese students as well as support Vietnam in the field of UN peacekeeping, overcoming the consequences of war... Vietnam also expressed its support for Japan to strengthen cooperation in multilateral forums for the purpose of contributing to peace, stability, and regional cooperation, especially cooperation forums within ASEAN.

Within the framework of the dialogue, the two sides assessed that the Defense relationship has achieved many practical results in recent times, and still has much potential and room for development in the coming time. The two sides also agreed to continue promoting the Vietnam-Japan Defense cooperation to go deeper and deeper, according to the contents and cooperation mechanisms that the two sides agreed upon in the dialogue.

On this occasion, Senior Lieutenant General Hoang Xuan Chien respectfully invited Mr. Kano Koji to Vietnam to attend the 12th Vietnam-Japan Defense Policy Dialogue. At the same time, the two sides also signed the minutes of the 11th Vietnam-Japan Defense Policy Dialogue.
