Strongly improve provincial competitiveness index

According to the results announced by the Vietnam Federation of Commerce and Industry (VCCI), the Provincial Competitiveness Index (PCI) in 2023 of Ninh Thuan province reached 69.10 points, an increase of 3.67 points, up 19 places compared to 2022, ranking 11/63 provinces and cities with the best governance quality. This is the highest score and ranking of Ninh Thuan province in the past 18 years.

Comrade Tran Quoc Nam, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee said: In order to achieve the above results, in recent times, our province has implemented many solutions to create an open, transparent, dynamic and favorable business environment for economic sectors; attract investment, develop enterprises, ensure sustainable socio-economic development of the province. Based on the assigned tasks, departments, branches and People's Committees of districts and cities have issued plans for implementation; at the same time, directed the synchronous and drastic implementation of groups of solutions to improve the investment and business environment. Organize conferences to meet and dialogue with enterprises, promptly grasp and resolve difficulties for enterprises; continue to improve the efficiency of the Provincial Public Administration Service Center; review and reduce administrative procedures, increase the provision of online public services at levels 3 and 4; Implement the assessment of competitiveness at the provincial department, industry and local levels (DDCI); enhance interaction between provincial leaders and enterprises through the Young Entrepreneurs Association in various forms such as: Business Cafe, creating interactive groups on cyberspace (Zalo, Viber); increase the provision of information to enterprises on policies and mechanisms related to investment, production and business activities of enterprises in the province; diversify forms and sources of investment capital for infrastructure development, attach importance to socialized investment to develop socio-economic infrastructure, especially transport infrastructure, infrastructure of industrial parks and industrial clusters; enhance digital transformation, perfect the e-government model in a modern direction; publicize and make transparent information and data serving planning, investment, land, business registration, innovative startups and handling of administrative procedures for enterprises and people...

Infrastructure investment attracts investors to Du Long Industrial Park.

Mr. Nguyen Tien Nghi, Chairman of the Board of Directors and General Director of MK Construction Investment Joint Stock Company, said: Our Phu Ha New Urban Area project has received support for administrative procedures, accelerated compensation, site clearance, and land allocation for investment. In particular, the compensation work has been very interested in and directed by the People's Committee of Phan Rang - Thap Cham City: especially the City Land Fund Development Center, the specialized agency implementing this legal procedure, has handled the cases in a harmonious and reasonable manner between state agencies, investors and people. Thereby, the site has been handed over to the project early so that we can quickly deploy infrastructure investment. Through monitoring, not only our project, in my role as Chairman of the Provincial Business Association, I have seen that the Provincial People's Committee and departments and branches have removed and resolved legal procedures and documents for projects in the province very quickly. The difficulties of enterprises have been handled promptly, decisively and effectively by the Provincial People's Committee in the past time. Therefore, enterprises have great trust and highly appreciate it.

To continue improving the PCI index in 2024 and the following years, in the coming time, the province will focus on synchronously and drastically implementing groups of solutions to strengthen the Party's leadership in administrative reform in the 2021-2025 period, especially implementing solutions to improve the PCI index, associated with promoting propaganda work on the meaning and importance of improving and enhancing the PCI index. Sectors and localities promote their dynamic, creative and pioneering roles in performing their roles and responsibilities in supporting and accompanying enterprises, creating a dynamic and transparent business environment so that investors and enterprises can confidently invest and develop production and business in the province.

Therefore, the entire political system and the business community must be determined to make efforts and strive continuously to maintain this index, not to decrease in 2024-2025. To do this well, there are important issues that need special attention, such as: The responsibility of state management agencies, local levels and sectors, especially the role of the leader must determine that it is necessary to always improve the investment and business environment in the province and consider this an important and urgent issue. In the coming time, it is necessary to be determined to improve more strongly in all areas of attracting, calling for, promoting the resolution and removal of difficulties for enterprises in a serious and responsible manner so that all difficulties of enterprises when transferred to state agencies are thoroughly resolved. We hope that the business community and entrepreneurs who are conducting production and business activities in the province always put their trust in state management agencies in resolving work for enterprises; in addition, always accompany and focus on implementing production, business and investment activities in the province in the spirit of compliance with legal regulations. Difficult, obstructive and entangled issues need to be promptly transferred to state management agencies so that both sides can interact to create a close coordination relationship and resolve them as quickly and as best as possible. State management agencies and enterprises share information and promptly resolve information, which also contributes to improving the investment and business environment in the province to be more stable and sustainable.

With the active and drastic implementation of solutions to improve the PCI index of all levels, sectors and localities, the business environment of the province will be increasingly improved, creating favorable conditions for enterprises and investors to feel secure in production and business, contributing to the socio-economic development of the locality.
