Immigration reform in Hanoi: Digital advancement, serving people and businesses

Implement administrative reform associated with digital transformation

In 2024, the Immigration Department, Hanoi City Police regularly reviewed and studied documents and regulations of the State, the Ministry of Public Security on exit and entry and documents of Hanoi City Police on administrative reform to simplify administrative procedures, shorten time, improve the efficiency of receiving, processing and issuing documents related to exit and entry for citizens and foreigners working in enterprises in Hanoi.

Accordingly, the Immigration Department has published all 17 types of administrative procedures related to the field of immigration on the administrative reform website of the Hanoi People's Committee (hanoi.gov.vn) and the Hanoi Police website (congan.hanoi.gov.vn).

At the same time, strictly implement the contents of the democratic regulations such as: placing suggestion boxes at the reception room, publicly posting all types of procedures on entry and exit of foreigners; entry and exit of Vietnamese citizens; foreign exchange rates; fee collection levels and time to return results...

In 2024, the Immigration Department received and processed more than 23,000 cases of foreigners, nearly double that of 2023, including more than 10,000 cases of foreigners applying for temporary residence cards, more than 13,000 cases of visa applications, and temporary residence extensions. In addition, the unit received and processed more than 320,000 applications of Vietnamese citizens requesting ordinary passports (an increase of nearly 4,000 applications compared to 2023). Of which, applications for passports through the public service portal accounted for 95%.

Sharing the results of the implementation of the Hanoi City Police Department's plan on administrative reform in the immigration management force in 2024, Lieutenant Colonel Nguyen Thi Linh Chi - Deputy Head of the Immigration Management Department, Hanoi City Police said: Previously, to carry out exit and entry procedures, people had to go directly to the Immigration Management Department to queue, get a number and fill in the declaration form, wait to take a photo to submit their application. Since implementing online public services and deploying software to receive electronic declarations and procedures on exit and entry, people have proactively submitted their applications on the Public Service Portal; at any time of the day, helping to save a lot of time and travel costs. In addition, the Ministry of Public Security has also deployed electronic receipts, thereby reducing stationery costs and making it easier to look up; Citizens can monitor and supervise the status of file processing, thereby increasing the openness and transparency of administrative procedures.

Also according to information from the Immigration Department, Hanoi City Police, in early March, the unit deployed a support point for citizens requesting passports at the Tay Ho Public Administration Service Center Branch (No. 01 at 258 Vo Chi Cong, Tay Ho District) and the Cau Giay Public Administration Service Center Branch (No. 85 Dich Vong Hau, Cau Giay District).

Here, people will be guided by the police force to declare documents, submit documents and fees related to online passport issuance procedures. The deployment of passport issuance points at the Tay Ho Public Administration Service Center Branch creates more favorable conditions for people to declare passport issuance procedures online on the Public Service Portal, saving time and travel costs.

This demonstrates the determination to take people and businesses as the center, subject and driving force, and to take the satisfaction of organizations and individuals as the measure of service quality and efficiency of the immigration management force.

Improving facilities for businesses and foreigners residing in Hanoi

It can be affirmed that in recent times, the immigration management work of the Immigration Management Department, Hanoi City Police has made breakthrough steps and changes. The application of science and technology in all aspects of work has contributed to gradually changing the approach of people and the Immigration Management force in implementing administrative procedures.

Currently, the Immigration Department of Hanoi City Police is actively implementing online public services for foreigners in the spirit of administrative reform and Project 06 of the Government. However, it is only a partial public service because this field is also related to businesses and electronic accounts. Accordingly, businesses in the city are encouraged to submit documents and issue administrative procedures for foreigners on the public service portal.

In particular, recently, the Command Board of the Immigration Department has closely directed the management of exit, entry, transit and residence of foreigners in Hanoi.

Regarding the management of foreign exit, entry, transit and residence, after the Government issued Project 06, implementing the Decision of the Minister of Public Security on approving the list of full and partial online public services on the Ministry of Public Security's Public Service Portal, the Foreigners' Exit, Entry and Residence Management Team under the Immigration Management Department of Hanoi City Police has deployed public services related to foreign entry, exit and residence.

Accordingly, the Command Board of the Immigration Department continues to closely direct the work of controlling administrative procedures in the field of immigration. Each department, task, and field of work related to administrative procedures is researched, adjusted, supplemented, and innovated appropriately. Continue to coordinate with relevant professional units to effectively implement administrative reform, creating favorable conditions for people in the process of handling immigration records. Implement the project of applying information technology to administrative reform, State management of immigration, contributing to maintaining political security and social order and safety in Hanoi.
